Questions/Requests for Information

Who is the project owner?

Litchfield Housing Trust

Will the bid opening be extended?

YES. The bid opening will be extended to OCTOBER 13 2026 at 2PM at the Litchfield Town Hall (74 West St, Litchfield), office of the First Selectman at 2PM.

The plans note that the riprap knockout in front of house #24 is not part of the scope - is this the case?

Based on the depth below grade of the existing catch basin in front of house #24, correcting the riprap knockout is not included in the scope of work.

The non-collusion packet names Litchfield Housing Authority as project owner.

This will be corrected via an addendum.

Is there a curtain drain under the riprap swale behind the houses?

Yes, consisting of a 6" drain on the west wide, and 4" drain on the east side. Both are to remain.

Does the basin in the collector that is roughly behind house #18 have a knockout?

No. Part of the scope will be to sawcut the catch basin rise on both east and west ends to create stormwater flow entry points into the sides of the basin.

For the new drain that is supposed to be installed, should the outgoing pipe be upsized?

Upsizing of the main 12" piping from the swale basin to the outfall device is not in the project scope.

Are removing downspouts and re-routing front gutters part of the scope?

Yes, we want to get as many of the gutters as possible connected to the new system.

Will there be any re-grading between units as part of the scope?

The bulk of grading will be behind the units. Grading between units will be minimal if at all. Any

construction disturbance between and in front of units shall be regraded, topsoiled, seeded and mulched.

For the drain in front of house #16, will there be a cut out drain added?

No. Existing cutouts already exist on both sides of the basin. The cutout on the west side shall be modified to be clear and open. The cutout on the east side adjacent to driveway shall be bricked and mortared shut, riprap removed, and backfilled, topsoiled, seeded and mulched to collect overland flow.

How will the conservation easement impact the construction entrance?

We are looking into this and will address access and stockpiling as necessary.

What will the work hours be?

This will be determined once project is awarded.

When is the estimated start date?

Spring 2027 to better allow for drier working conditions, seeding and erosion control.

If the start date is outside of the 120 days from the bid due date, what will be done about material price increases?

Our budget will include contingency to allow for any necessary change orders. Additionally, we may allow for material stockpiles and a to be determined location onsite.

What is the estimated valuation of the overall project?

Unknown at this time.

Will prevailing wages be required?

No.

Where should additional questions be directed?

and cc Jim Simoncelli at

. A revised plan addressing site complications will be provided by Tuesday October 6, 2026. Please hold off on additional questions before reviewing the revised plan.
