2026-106 (EOI) Capital Connector and FANS Route CEI Services

The City of Charleston is soliciting Expressions of Interest (“EOI” or “Proposals”) from qualified firms to provide services under two (2) separate but combined scopes of work: (1) Construction Engineering and Inspection (“CEI”) services for the Capital Connector Project along the Kanawha Boulevard East Multimodal Corridor; and (2) WVDOH Section 401.7 Verification Testing services for the City FANS Route. Firms should submit qualifications for both scopes. Each scope is described separately in Section 2 below.

All Responses must be submitted in electronic PDF format.

Responses must be transmitted according to established deadlines listed in Section Five of this EOI (September 9, 2026 at 1:00pm) to the City of Charleston’s Purchasing Coordinator, by emailing bids@cityofcharleston.org.

Responses exceeding 15 MB in size should be sent to the Purchasing Coordinator via a secure, sharable link. (Examples: SharePoint, OneDrive, or Dropbox)
