The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified
contractors for Classified and Unclassified Hauling Services on an Annual Contract for the Department
of Transportation.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the
BL054-26 and Company Name. Bids will be received until 2:50 P.M. local time on April 10, 2026 at the
Gwinnett County Financial Services - Purchasing Division – 2nd floor, 75 Langley Drive, Lawrenceville,
Georgia 30046. Any bid received after this date and time will not be accepted. Bids will be publicly opened
and read at 3:00 P.M. Apparent bid results will be available the following business day on the website
www.gwinnettcounty.com.
A pre-bid conference is scheduled for 10:00 A.M. on March 30, 2026 at the Gwinnett County DOT Central
Facility 620 Winder Highway NE Lawrenceville, GA 30045. All contractors are urged to attend. Questions
regarding bids should be directed to Michael Milstein, Purchasing Associate II, at
Michael.Milstein@GwinnettCounty.com or by calling 770-822-7811, no later than March 31, 2026. Bids
are legal and binding upon the vendor when submitted. All bids should be submitted in duplicate.

Award will be made to the contractor submitting the lowest responsive and responsible bid. Gwinnett
County reserves the right to reject any or all bids to waive technicalities and to make an award deemed in
its best interest. Bids may be split or awarded in entirety. Gwinnett County reserves the option to negotiate
terms, conditions and pricing with the lowest responsive, responsible vendor(s) at its discretion.
Award notification will be posted after award on the County website, www.gwinnettcounty.com and
companies submitting a bid will be notified via email.

SPECIFICATIONS
1.
Price agreement is to be twelve (12) month annual for hauling of materials and debris, to various
locations within Gwinnett County and/or surrounding counties, including stockpiles and specified
roads.
2.
Classified Hauling, Stone – hauling small aggregate, up to and including “surge stone” size which
is and paid for on an hourly basis. Hauling rip-rap or other large stone which is picked up at
various rock quarries or other locations where weights can be determined and paid for on an
hourly basis.
3.
Unclassified Hauling, Materials– hauling materials such as dirt, brush, limbs, small stone, etc.,
where actual weights cannot be determined and which will be paid for on an hourly basis. Hauling
rip-rap, large pieces of broken concrete, tree stumps, etc., where actual weights cannot be
determined and which will be paid for on an hourly basis.
4.
The successful bidder(s) should have the ability to furnish the County with seven (7) trucks and
drivers within 24 hours upon request during agreement period. Trucks shall be tandem axle dump
trucks and meet all Public Services Commission requirements. In the event of an emergency, the
bidder may be required to furnish additional trucks and drivers.
5.
Gwinnett County requests a minimum of three (3) references where this similar size and scope
have been completed. Bids will be considered only from experienced and well-equipped
contractors engaged with work of this type and magnitude. List similar work successfully
completed within the last five (5) years, giving the location, size, and listing equipment available
for use.
6.
Bidders are advised to inform themselves fully in regard to conditions under which the work will
be performed. Gwinnett County will not be responsible for bidder’s errors or misjudgment, nor for
any information on local conditions or general laws and regulations.
7.
The bidder should ensure that the legal and proper name of his proprietorship, firm, partnership,
or corporation is printed or typed in the space provided on the Bid Schedule.
8.
Other Gwinnett County departments may utilize this price agreement on an as needed basis.
9.
Gwinnett County reserves the right to make multiple awards, utilizing the vendor(s) based on cost
and availability.
10. Successful vendor(s) shall provide a certificate of insurance per the attached requirements.
11. Gwinnett County reserves the right to cancel any scheduled hauling services due to unforeseen
weather events.
12. The billable hours will begin when trucks are on site as directed by Gwinnett County. Gwinnett
County’s typical work hours are 7:30am until 4:00pm, which is subject to change depending on
the job.
13. Awarded vendor(s) shall provide the County with hauling tickets from pick up and/or drop off
locations with 48 hours of hauling.

Gwinnett County requires pricing to remain firm for the duration of the initial term of the contract. Failure to hold firm pricing
