SCOPE: In accordance with the provisions ofTexas Government Code §2156.063, Solicitation of Bids, Texas Government Code§2165.001, Custodianship of State Property and the Rules and Procedures adoptedby the Texas Facilities Commission (TFC), TFC is seeking bids to clean stateparking garages after UT football games, in Austin, Texas.

GARAGES

Scope To Include, but limited to:

Ø Clean the garage(s) in theirentirety, including mopping of stairways & elevators.

Ø Remove all trash from thegarage & the ground(s) surrounding the garage up to the street.

Ø Remove trash bags from alltrash receptacles and replace with a clean trash bag (22x14x58 - .3ml thickness).

Ø Sweep & remove allbroken glass from the garage, stairways and elevators.

Ø Sweep & remove allbroken glass from the ground(s) surrounding the garage up to the street.

Ø Remove all cigarette butts,beer tabs and bottle caps, etc. from the garage & the ground(s) surroundingthe garage up to the street.

Ø Remove all items left behind, such as; charcoal, flags, signs,furniture, lawn chairs etc. (Items of value are to be turned in to TFCimmediately or no later than next business day.)

Ø Remove all signs and cones (including any barricades) that areblocking entrance/exits of the garage(s), stack cones in a non-parking area ofthe garage to be removed by TFC or another contractor.

Ø Remove all caution tape from entrance/exits of the garage(s).

Ø Remove, wash down anddisinfect all areas displaying or smelling of vomit, urine or feces.

Ø Blow and/or sweep all levelsof garage(s) to ensure all debris has been removed.

Cleaning Services

Serviceshall commence on Sunday, September 6,2026 .

Service is to be performed the day after each scheduled Universityof Texas Home Football game (typically Sundays), and is to begin no later than 6a.m. and must be completed no later than 3 p.m.

Note :  Request may be made byTFC for the Contractor to clean garages in a certain order per game dependentupon events that may be scheduled for use of the State garages on the dayfollowing each home game.

All contract personnel shall turn in all items that are found, tothe Supervisor immediately.  TheSupervisor is to turn over the items to the TFC Contract Administrator no laterthan Monday at Noon after each scheduled home game.

All contract personnel shall avoid any confrontation with thepublic/tailgaters while cleaning the State Garages.  If there is an issue, the contract personnelmust contact his/her Supervisor immediately and the Supervisor is to contactthe TFC Contract Administrator to handle the issue.

Trash Removal/Dumpster

Contractor will be required to provide one 40-yard dumpster, to be delivered to State Lot 22 (located at 1500San Jacinto Blvd.), by no later than 4 p.m. the day before each home game andremoved by no later than 6:00 a.m. on Monday following each home game.   Exceptions may be provided if any game dateschange.

Inspections by TFC ContractAdministrator or designee will occur after each cleaning.  This Contractincludes callback service.  For the purpose of evaluating performanceunder this Contract, a “Callback” is defined as a service call that requiresContractor to return to complete or repair a previously performed service dueto Contractor’s inability, negligence, or lack of knowledge to perform services.Contractor is to perform Callback Service at no additional cost to TFC,regardless of whether the work is performed during normal working hours orovertime hours.  The contractor shall respond to a callback by TFC andarrive on-site in thirty (30) minutes or less during regular working hours andnot more than one (1) hour outside of regular working hours.
