NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that Bids will be received for the Contract HAZARDOUS MATERIAL TESTING DISPOSAL & EMERGENCY SERVICES 25-114-DOT on or before November 4, 2025, at 2:30 p.m. Solicitation documents, including specifications, may be obtained by email at henry.kocker@dupagecounty.gov or at www.DemandStar.com . All Bids must be received prior to the date and time shown above.


Electronic signatures are allowed, and Bids do not have to be notarized. The County accepts no responsibility for transmission failures or content omissions. Bids transmitted in person, by mail or by facsimile (“Fax”) will not be accepted.

STATEMENT OF WORK

DuPage County (“County”) is seeking a bidder to provide hazardous waste testing and disposal services for its Division of Transportation (“DOT”). The awarded bidder shall complete and submit all required paperwork in accordance with the results of material tested. Upon testing, items designated for disposal shall be accompanied by the required paperwork, including EPA Form 8700-22 for signature. The County shall designate a certified representative to sign EPA Form 8700-22 and all related paperwork that shall be issued by DOT and the Environmental Protection Agency (“EPA”) at both the State and Federal levels. Manifest for waste pick up shall also be signed by the designated County’s representative. Medical waste
is not covered under this contract.

In the event of an onsite spill, the County shall designate a qualified representative who shall collaborate with the awarded bidder’s representative and officials from the Illinois Environmental Protection Agency (“IEPA”) and/or the U.S. Environmental Protection Agency (“US EPA”) to coordinate cleanup and removal efforts.
