RE: REQUEST FOR STATEMENTS OF INTEREST

PRIDE/RPLANS Database Corrections/Updates

Statewide South Dakota

The South Dakota Department of the Military is soliciting Statements of Interest from firms interested in providing professional Architectural and/or Engineering services for the above referenced project. This project scope will involve site investigative/verification, data reconciliation, and database corrections/updates for the following project scope:

Site Verification Services:

1. Consultant shall conduct site investigations/verifications

a . Approximately 77 facilities in 25 locations throughout the State of South Dakota.

b. Review current FISP to verify all assets for each site

c. Conduct counts and measurements of assets to verify accurate quantities are captured

d . Consultant shall determine actual field real property quantities, sizes, etc. that correlate to real property inventory.

Database Review/Updates/Corrections:

1. Consultant shall prepare 1354’s for each facility requiring changes to the real property inventory.

2. Consultant must provide an individual with current Computer Access Card (CAC), and approved access to RPLANS and PrideWeb. Individual will be required to obtain a South Dakota profile to use a local federal computer for data entry.

3. Consultant shall complete data edits in RPLANS and PrideWeb to reflect site verification findings.

Project Schedule:

1. This project will need to be completed no later than August 31, 2026.

Firms desiring to be considered for providing professional services for this project should send a Statement of Interest that outlines their qualifications and experience for this project. Statements of Interest should clearly address each of the following criteria:

1. Project approach and methodology to meet the project requirements (15 pts);

2. Project teams specialized expertise, capabilities, and technical competence to meet the project requirements (20 pts);

3. Ability and proven history in handling special project constraints (Projects of Similar Scope, Time/Schedule, and Cost) (10 pts).

4. Proposed project management techniques. (10 pts);

5. QA/QC process for development of construction plans and specifications in order to ensure accuracy and completeness along with verification that owner requirements are met (10 pts);

6. Availability to the project locale (5 pts);

7. Familiarity with the project facility (5 pts);

8. Resources available to perform the work, including any specialized services and their roles within the project, within the specified time limits for the project. Resumes of team member’s professional accomplishments and experience with similar projects to be included. (15 pts);

9. Record of past performance, including price, schedule, and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. All projects within the last 5 years with the Dept. of the Military must be included. (10 pts).

A technical review committee will review the submissions and select the firm based on the criteria shown. The committee respectfully requests that statements of interest be limited to 30 pages or less.
