The Minnesota Department of Transportation (MnDOT) intends to purchase annual maintenance and licensing for the SELECT/EPS365 software from Bentley Systems, Inc. This agreement will include continued access to product services and documentation necessary for ongoing operations. The SELECT/EPS365 application is an essential toolset used by the Minnesota Department of Transportation (MnDOT) to support a variety of engineering, operational, and administrative functions across multiple domains. Its integrated capabilities enable efficient and effective execution of transportation projects and services. Key areas of use include Cad-Civil Engineering/Drafting, Document Management System, Bridge Inspection Records, Soil Boring Records, Permits and Routing, Signing Design, Traffic Analysis, etc.
MnDOT has over twenty years of experience utilizing Bentley Systems, Inc. software. In 2008, Bentley Systems notified all customers that they would no longer authorize third-party resellers for any support, purchasing, or licensing services. MnDOT subsequently confirmed that all previously used reseller firms were no longer valid, and all transactions must be conducted directly with Bentley Systems. Since that time, MnDOT has contacted both national and local vendors that previously sold MicroStation and related software or services. All have confirmed that Bentley Systems is the exclusive source for the purchase and licensing of its proprietary applications. Additionally, internet research and ongoing communication with peer state agencies, industry vendors at conferences, and through direct outreach consistently support this determination. MnDOT determined that SELECT/EP365 software is the only commercially reasonably available commodity product. For these reasons MnDOT has determined this to be a single source procurement.
