General Notice

City of Watertown (Owner) is requesting Bids for the construction of the following Project:

STOKES-THOMAS LAKE CITY PARK DRAINAGE PROJECT NO. 2528

Bids for the construction of the Project will be received at the City Finance Office located City Hall until Wednesday,December 17, 2025 at 3:00 p.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Approximately 1,562 FT of 6” perforated drain tile pipe, 54 FT of 6” SDR26 PVC pipe, 1,562 FT of pea rock pipe bedding material, 1,450 SY of geotextile fabric, (11) 9x9” drains with 4x4’ concrete collars, (1) modified 2x3’ Type B drop inlet with (1) Type E frame and grate, 348 CY of unclassified excavation, 2,420 SY of salvaged topsoil placement, 38 SY of asphalt pavement removal, 180 SF of concrete sidewalk removal, 30 Tons of base course, 38 SY of asphalt pavement patching, 180 SF of 4” concrete sidewalk installation, trench dewatering as needed, 50 FT of silt fence and 2,420 SY hydromulch seeding.

Equivalent Products
Whenever in the Drawings any material is indicated or specified by name of manufacturer, such Specifications shall
be deemed to be used for the purpose of facilitating description of the material desired and shall be deemed to be
followed by the words “or Engineer approved equal”, and the Contractor may offer any material which shall be
equal in every respect to that so indicated or specified; provided, however, that if the material or article offered by
the Contractor is not, in the opinion of the Engineer, equal in every respect, then the Contractor must furnish the
material or article specified or one that, in the opinion of the Engineer, is equal thereof in every respect. The basis
of payment for Salvage, Stockpile and Place Granular Base Material shall be plans quantity. No separate
measurement shall be made. Water for placing salvaged granular base material shall be considered incidental to the
installation of Salvage, Stockpile and Place Granular Base Material; no separate payment will be made.
Substantial Completion
Substantial completion will consist of all bid items. If the Contractor fails to substantially complete the project,
liquidated damages shall be assessed to the Contractor as set forth in paragraph SC15.11.
Working Day Count
The Contractor shall complete all substantial work by May 22, 2026 with final completion by June 22, 2026. In
addition, the Contractor will have 38 consecutive working days to substantially complete this project. If the
Contractor fails to substantially complete the project within the allotted working days, liquidated damages shall be
assessed to the Contractor as set forth in paragraph SC15.11. The Contractor is required to submit a starting date at
least 48 hours prior to work beginning. The working day count will start on the date submitted by the Contractor
and working days will consist of Monday through Friday. The City will not count weekends or holidays unless
work is being performed. Work consists of any Contractor or Subcontractor on site performing any duties, except
adjusting traffic control.
Weather Days
Initially, the Contractor and Engineer should get together and discuss whether the conditions warrant working or
not working. If the Contractor and Engineer both agree that the conditions are such that working is not possible,
then the day or partial day is a non-working day due to weather. The City anticipates 2 weather days per month. If
the Contractor believes that work cannot be performed in the weather conditions due to low efficiency or other
reasons and the Engineer believes the Contractor could work without major hindrance, then the decision will be
based upon the weather data for that site for the day in question. If the precipitation over the full day of work in
question before the time of shutting down is greater than or equal to 0.3 inches of precipitation (rain or snow
equivalent), then it is an adverse weather day. If the precipitation value is less than 0.3 inches of precipitation (rain
or snow equivalent), then it is a working day. If it rained greater than 0.75 inches the previous day, then it is an
adverse weather day for grading projects only.
Construction Staking
The Contractor is responsible for elevations, drainage, and meeting ADA requirements unless the area is
determined problematic by the Engineer, in which case the Engineer will provide all necessary staking.
SPECIAL PROVISIONS
Scope of Work
These plans consist of the Stokes-Thomas Lake City Park Drainage project in Watertown, SD. The work includes
but is not limited to the installation of underground drain tile pipe, drainage rock, geotextile fabric, surface drains,
and an outlet structure. The project also requires concrete and asphalt removals and installations, topsoil placement,
seeding and erosion controls.
General Conditions
These Special Provisions shall amend, supplement, delete from, add to, and/or otherwise modify the General and
Supplementary Conditions, the General Requirements, and/or the various Specifications for the above referenced
Project. Any discrepancies between the Special Provisions and any other Contract Documents (excluding the
Drawings) shall be resolved in favor of the Special Provisions. Any discrepancies between the Special Provisions
and the Drawings shall be reported to the Engineer and resolved as indicated in GC3.03 or as otherwise determined
by the Engineer.
Grading Operations
Grading construction work will be restricted to daylight hours. The estimated quantity of Unclassified Excavation is
for excavating and removing the existing material to the specified section and shall be considered waste material
except for any soil the Engineer deems usable as topsoil. The Engineer reserves the right to change the material
thickness, including but not limited to any excavation, base course, or any other surfacing, for any reason, including
avoiding quantity overruns.
Surfacing Thickness
The thickness of pavement shall be constructed to match the observed existing thickness of adjacent pavements
unless otherwise detailed on the Plans or directed by the Engineer. The Engineer reserves the right to change the
material thickness for any reason, including avoiding overruns.
Measurement and Payment
All standard bid items will be measured according to the special provisions and made payment in accordance to the
General Conditions Section 15.

1.000 - Mobilization
Mobilization consists of preparatory work and operations, including, but not limited to the necessary movement of
personnel, equipment, and incidentals to the project site; for the establishment of offices, buildings, and other
facilities necessary for work on the project; for work and operations which must be performed, and for cost incurred
before starting work on the various contract items on the project site. When an item for mobilization is included in
the bid proposal, the City payment at the contract lump sum price will be considered full compensation for
mobilization costs. The City will make partial payments throughout the project in increments of 25% in conjunction
with project completion percentage. All traffic control items required to complete the project will be included in the
mobilization unit price, unless a separate bid item is included.
4.020 - Remove Concrete Sidewalk
Remove concrete sidewalk will be measured to the nearest foot and area computed to the nearest square foot and
paid at the contract price per square foot. Sidewalk will be removed to an existing joint line or saw cut if approved
by the Engineer to create a true line with a vertical face. The unit price for removal of concrete sidewalk shall
include the costs of furnishing labor, equipment and removal and disposal of material in accordance with
specifications. Saw cutting will be considered incidental unless a separate bid item is included. The Engineer may
require additional saw cutting for tie-ins at no additional price.
4.155 - 4" Concrete Sidewalk (Standard Plates 651.W1, 651.W2, 651.W3)
4" concrete sidewalk will be measured to the nearest foot and the area calculated to the nearest square foot.
Payment will be made at the contract unit price per square foot. All costs for prepping adjacent vertical faces and
excavation for grading will be considered incidental. All costs for curing of concrete will be incidental to the
contract unit price. The unit price for 4" concrete sidewalk shall include the costs of furnishing labor, equipment,
removal and disposal of material and pouring 4" concrete sidewalk in accordance with specifications.
5.101 - 6" Perforated Drain Tile Pipe (Standard Plate 450.W1)
6" perforated drain tile pipe will be measured to the nearest linear foot. Payment will be made at the contract unit
price per linear foot for the types and sizes furnished and accepted.
6" SDR26 PVC Pipe
6" SDR26 PVC pipe will be measured to the nearest linear foot. Payment will be made at the contract unit price per
linear foot for the types and sizes furnished and accepted.
5.185 - Storm Sewer Pipe Bedding Material (Pea Rock)
Storm sewer pipe bedding material will be measured to the nearest linear foot. Payment will be made at the contract
unit price per linear foot.
5.708 - Trench Dewatering
Trench dewatering will be paid as a lump sum item. Payment will include all cost associated with dewatering for
pipe and bedding material installation.
Modified Type B Drop Inlet 2' x 3' (Standard Plates 670.01 & 670.75)
Modified Type B drop inlet will be measured and paid on a per each basis at the contract unit price. All costs for
furnishing, modifying and installing the drop inlet will be included in the contract unit price.
Type E Frame and Grate
Type E frame and grate will be measured and paid on a per each basis at the contract unit price. All costs for
furnishing and installing the frame and grate combination will be included in the contract unit price.
9" x 9" Inline Drain with 4' x 4' Concrete Collar
9" x 9" inline drain with 4' x 4' concrete collar will be measured and paid on a per each basis at the contract unit
price. All costs for furnishing and installing the drain and collar combination will be included in the contract unit
price.
6.005 - Remove Asphalt Pavement
Remove asphalt pavement will be measured to the nearest square yard and paid at the contract unit price per square
yard. Saw cutting will be considered incidental unless a separate bid item is included. The Engineer may require
additional saw cutting for tie-ins at no additional price.
6.040 - Asphalt Concrete for Patching
Asphalt concrete for patching will be measured to the nearest square yard and paid at the contract unit price per
square yard. The mixture of mineral aggregate and asphalt binder will be weighed after mixing. Asphalt for tack
will be incidental to the unit price for asphalt for patching. Saw cutting to create a straight, smooth and vertical
surface will be considered incidental. The unit price for asphalt concrete for patching shall include the cost of
furnishing labor, equipment, material and laying asphalt concrete mat in accordance with specifications. Asphalt
concrete for patching will be used for any contiguous project location less than 600 square yards, inclusive.
9.000 - Unclassified Excavation
Unclassified excavation will be measured to the nearest cubic yard and paid at the contract unit price per cubic
yard. All excavation will be considered unclassified except when a separate bid item for digouts is included,
regardless of the nature of the material or manner in which the material is removed. Suitable material temporarily
removed and replaced will not be measured as waste.
9.070 - Woven Geotextile Fabric
Woven geotextile fabric for subgrade stabilization will be measured to the nearest square yard and paid at the
contract unit price per square yard. The overlapped material will not be paid additional for and will be considered
incidental to the unit price.
9.155 - Aggregate Base Course
Aggregate base course will be measured to the nearest 0.1 ton. Payment will be made at the contract unit price per
ton based on weigh tickets provided by the Contractor. All costs associated with furnishing and installing material
will be included in the unit price. Certified weigh tickets will be required before payment is made. Water for
aggregate base course shall be considered incidental to the unit price. No separate payment will be made. All costs
associated with scarifying and compacting the subgrade before placement of the aggregate base course will be
considered incidental to the various bid items.
10.005 - Silt Fence (Standard Plate 734.05)
Silt fence will be measured to the nearest linear foot and paid at the contract unit price per linear foot. All costs
associated with installing, maintaining and removing silt fence will be included in the contract unit price.
Contractor's failure to maintain, relocate or remove erosion control devices as required will result in a price
adjustment assessed to the contract at $100 per day. Removing silt fence will be completed once permanent
vegetation or appropriate surfacing is established.
12.010 - Salvaged Topsoil Placement
Salvaged topsoil placement will be measured to the nearest square yard and paid at the contract unit price per
square yard.
12.045 - Hydromulch Seeding
Hydromulch seeding will be measured to the nearest square yard and paid at the contract unit price per square
yard. All cost associated with furnishing and installing the grass seed, fertilizer, mulch and water will be included
in the unit price. Watering and weed control will be incidental to the unit price for hydromulch seeding. Bare spots
or locations of erosion shall be re-seeded and maintained by the Contractor in the areas that do not meet the 70 %
vegetative cover density requirement of native cover for unpaved areas. The additional materials and labor shall be
incidental to the unit price for hydromulch seeding.
