PROPOSAL
REQUIREMENTS
1. PURPOSE
The intent and purpose of this Invitation for Bids (IFB) is to establish price agreements (labor
and materials inclusive) for seasonal town float and moorings spring installation and fall
removal. This IFB also includes the building and installation of new floats broken down to a
square foot amount.
2. SCOPE OF WORK
The bidder shall install and remove seasonally the town owned floats as specified in the
attached specifications meeting the following requirements.
3. BID PROCESS
A. Each bid shall be on the forms provided and be signed by a person authorized to bind
the Bidder to the proposed contractual agreement.
B. Each bid shall be delivered to the place specified below and no later than the time
specified.

C. Each bid shall be submitted in a sealed envelope clearly marked with the bidder's
name and "Town Float Maintenance" on the outside. Electronic format of bids will not
be accepted.
D. Bids shall consist of two (2) copies of the following:
a. Signed General Bid Form
b. Completed Specifications Package
c. Supplemental Information as required in the Specifications.
E. Bidders must acknowledge receipt of bid addendum on the form of General Bid.
Bidders shall be responsible to check for bid addendum located at the Town
Manager's Office, online at www.freeportmaine.com, or by contacting Town Manager
Sophia Wilson at the Town of Freeport at (207) 865-4743 x 118 or

F. Bid documents may be viewed in hard copy at the Town Manager's Office, Town
Hall, 30 Main Street. Electronic copies can be obtained online at
www.freeportmaine.com or swilson@freeportmaine.com.
G. Bids that are incomplete, conditional, or obscure, or which contain any additions not
called for may be rejected by the Town.

H. The bid must bear the written signature of the Bidder who is duly authorized to bind the
Bidder to the terms, conditions, and contracts associated with this IFB. If the Bidder is a
partnership, the bid must be signed by the partner. If the Bidder is a corporation, the bid
must be signed by a duly authorized officer or agent of such corporation.
I. Bids received prior to the time established for the opening will be securely kept and
unopened. No responsibility will be attached to the Town for the premature opening of a
Bid not properly marked or identified.
J. Any bid may be withdrawn or withdrawn and resubmitted on request of the Bidder up
until the bid opening. Bids may not be withdrawn after the bid deadline.
K. Unless otherwise specified, questions pertaining to general information regarding the
project and/or interpretation of specifications during the bidding period shall be
addressed only in writing. No questions will be answered in person or via telephone .

4. VENDOR REQUIREMENTS (Work)
It is mandatory that the Vendor be able to meet the requirements of the Specifications as
contained in this IFB. The IFB, inclusive of the Specifications and the Bidder's response will
be incorporated into the Vendor Documents associated with this work.
5. EQUAL OPPORTUNITY COMPLIANCE
The Vendor shall comply with any and all applicable federal, state, and local laws, executive
orders, and regulations prohibiting discrimination in employment. The Vendor shall not
discriminate against any qualified employee or applicant for employment because of race,
color, national origin, ancestry, age, sex, religion, handicap, or sexual orientation.
6. SUBCONTRACTING
The Vendor shall not subcontract or sublet any portion of the work without prior written
approval from the Town.

7. CHANGE ORDERS
No additional work or changes in scope will be performed unless a signed Contract Change
Order is duly authorized by the Town prior to being performed. The Town is not responsible
for any work done prior to a signed Change Order.
8. PAYMENT AND RETAINAGE
The Vendor shall be paid per approved invoice. The prices bid shall be net and not
include the amount of any such taxes.
9. CANCELLATION OF RFP, REJECTION OF BIDS
The Town reserves the right to cancel the IFB and/or reject any and all bids and/or to waive
any informalities if deemed in the best interest of the Town to do so. The Town is the sole
judge of its best interest.
10.CONTRACT VALUE
The work to be performed and material to be supplied under this contract will be paid as
invoiced and approved.

A. The undersigned proposes to perform seasonal maintenance on the town owned floats in
accordance with the accompanying Specifications for the contract price specified below,
subject to additions and deductions according to the terms of the Specifications.
B. The undersigned certifies that he/she has carefully examined the form for bid and the
specifications and will perform seasonal maintenance as called for in these Specifications
in the manner prescribed therein and in accordance with the requirements of the Town of
Freeport under them.

All specifications listed below represent approximate figures. Vendors should submit bids that
closely match or come as close to these specifications as possible.

The cost associated with the service of seven (7) moorings. Service shall include the
installation of summer and winter mooring gear (all moorings are located in the
Harraseeket River).
New float construction and installation : This cost will be broken down to the dollar
amount per square foot for the construction and installation of a new float build. All
materials, labor and installation cost will be worked into a "per square foot" amount.
