Pre-bond Planning, Public Outreach and Polling

Description of work: Skagit County seeks pre-bond planning services and public outreach essential to obtain voter support and approval in a major capital campaign. The project scope is anticipated to include public work sessions and communications prior to polling designed to establish messaging and scope of work that will earn public support and approval. Work will start in 2025 and primarily be performed throughout 2026 with initial phase complete via voter approved funding no later than Nov 2027. See RFP document for full details.
