The Wisconsin Department of Natural Resources (hereinafter “DNR”) is soliciting bids to apply herbicide by unmanned aerial vehicles (i.e. drones) to plots of invasive cattail, phragmites, reed mannagrass, purple loosestrife and brush across 13 DNR-managed properties across Wisconsin between July 15 – September 15, 2026. Manned aerial vehicles are not being considered acceptable for this RFB. DNR is also requesting drone reconnaissance and mapping services on approximately 524 acres between 2 properties to help identify and target invasive species for additional follow-up spraying work. The intent of the overall project is to suppress the spread and dominance of these species within wetlands and uplands for the purpose of revitalizing native plant communities, improving habitat for wildlife, creating open water in wetlands and improving access for people that recreate in and manage DNR public properties. DNR has contracted such work in the past in Wisconsin and has seen positive results. The job contains a total of approximately 122 polygons to be sprayed across these 13 property complexes, totaling a minimum of 367 acres. Additional polygons and acres may be targeted for spray treatments during the contract period, pending the results of reconnaissance and mapping efforts and approvals from local project leads.
Federal vs non-federally funded projects: All drone/UAS contractors shall abide by federal requirements regarding the use of approved companies if federal funding is indicated for a project site or bid package in Appendix F. If federal funding is being used by DNR for a project site that a contractor is considering for bid, detailed requirements regarding Prohibitions on Unmanned Aircraft Systems From Covered Foreign Entities can be found in federal OMB memorandum M-26-02 and Federal Register 89 FR 89464. A complete list of acceptable manufacturers can be found on the Blue List: UAS Cleared List. Site Visits: There will be no arranged site visits or tours of the sites up for bid. All of the sites are open to the Public and the bidders interested in these projects may visit the sites. No arrangements need be made with the DNR for these site visits.
