Sealed bids from contractors will be received at the Zeeland City Clerk’s
Office, 21 S. Elm St., Zeeland MI 49464 on or before Thursday,
September 10, 2026, at 10:30 AM. Bids will be opened and read aloud
at that time and location.
All bids must be submitted in a sealed envelope clearly marked
VandeLuyster Square Gazebo Remodel Bid.
The Owner reserves the right to waive informalities and to award bids
in its own best interest.

General Information and Instructions
1. The City of Zeeland will receive proposals from qualified contractors
for renovation of the gazebo located in VandeLuyster Square, Zeeland,
MI 49464.
2. Proposals must be mailed or delivered in person to the Zeeland City
Clerk’s Office, 21 South Elm Street, Zeeland, MI 49464. All
proposals must be sealed in envelopes, clearly marked “VandeLuyster
Square Gazebo Remodel Bid” and must be received prior to 10:30
AM, local time, on Thursday, September 10, 2026. This will be a
public bid opening. Evaluation of proposals and award will be at a
later date; the contractor will receive a letter of intent prior to receipt
of contract.
3. The schedule of Work Shall be as follows:

4. Performance and Labor and Material Bonds will be required for the
project if the total project cost exceeds $50,000.
5. Provide Liability Insurance and a Certificate of Insurance showing the
City of Zeeland as additional insured with a liability coverage of at
least $2,000,000. As is such, the successful bidder shall be required to
hold the City of Zeeland harmless from any liability in connection with
the required work.
6. Funding for the project is by the City of Zeeland and project does not
require the payment of prevailing wages.
7. The successful bidder shall comply with all ordinances of the City of
Zeeland in conjunction with the performance of the project.

9. The owner reserves the right to accept or reject any or all bids and to
waive all irregularities in proposals. Proposals remain firm for sixty
(60) days from the date of the Bid Opening.
Project Specifications
1. The work consists of exterior rehabilitation of the existing gazebo at
VandeLuyster Square. Contractor shall field verify existing
dimensions, profiles, and conditions before ordering materials or
beginning fabrication. New work shall match the existing gazebo
configuration and architectural character unless otherwise approved by
the City.
2. Remove and legally dispose of the existing cedar shake/shingle
roofing. Protect roof framing and adjacent finishes during removal.
Replace deteriorated roof decking or concealed framing only when
authorized by the City; additional work not included in the bid requires
written approval before proceeding.
3. Provide and install new smooth cedar shake/shingle roofing matching
the existing size, profile, exposure, and appearance. Roofing shall be
No. 1 grade Western Red Cedar or approved equal, suitable for roofing
use. Install in accordance with manufacturer instructions and
recognized cedar roofing industry standards, including proper starter
courses, coursing, flashing, edge detailing, and ventilation required for
a complete weather-tight installation.

4. Roofing fasteners shall be appropriate for cedar roofing, suitable for
exterior exposure, compatible with the cedar and substrate, and
resistant to corrosion, deterioration, and staining of the wood.
Fasteners shall be properly sized and installed in accordance with the
roofing manufacturer recommendations and recognized cedar roofing
industry standards. Sand and prepare the exposed cedar roof framing
below the roof, then apply two coats of exterior oil-based penetrating
clear wood sealer suitable for cedar to the new cedar roofing and
prepared exposed cedar framing in accordance with manufacturer
requirements.
5. Remove the existing railings and all visibly damaged or deteriorated
wood identified for replacement. Construct new railings to match the
existing upper gazebo railing design, dimensions, spacing, profiles,
and appearance. Provide the missing post and all necessary blocking
and trim. Provide two new decorative handles/ornamental elements at
the tops of the posts, one on each side; final profile shall be reviewed
with the City before fabrication.
6. Replacement lumber shall match the dimensions, profiles, and
appearance of the existing gazebo as closely as practical and shall be
suitable for the intended use. Lumber shall be straight, sound,
properly dried, and free of decay or other defects that impair
appearance, strength, or durability. Cedar shall be used where
matching existing exposed cedar components. Lumber that will be
painted does not need to be exterior-grade, provided it is suitable for
the application and is properly prepared, primed, and painted in
accordance with these specifications. Treated or naturally decay-
resistant lumber shall be used where conditions warrant, such as
locations subject to direct moisture exposure.
7. Provide fasteners, connectors, screws, bolts, and nails appropriate for
the materials, loads, and exposure conditions. Fasteners shall be
suitable for exterior use where exposed to weather and shall be
selected to resist corrosion, deterioration, and staining or discoloration

of the lumber. Fasteners shall be properly sized and installed in a
manner that does not split or damage the wood.
8. Sand all existing painted white wood to remove loose or failing coating
and create a sound surface. Fill cracks, checks, nail holes, and minor
voids with exterior-rated paintable filler or repair compound
appropriate for the condition. Replace wood that is decayed or
structurally unsound rather than filling over deterioration.
9. Prime bare wood and repaired areas with a compatible exterior wood
primer. Apply two finish coats of premium exterior 100 percent
acrylic latex paint, white, to all prepared white-painted wood. Apply
coatings only under acceptable temperature and moisture conditions
and in accordance with manufacturer instructions. Final color and
sheen shall match the existing gazebo unless otherwise directed by the
City.
10. Contractor shall protect adjacent pavement, landscaping, furnishings,
and public areas from demolition debris, dust, coatings, and
construction damage. Maintain safe pedestrian control around the
work area and keep the site orderly throughout construction.
11. All material, labor, equipment, scaffolding/lifts, transportation,
disposal, surface preparation, fasteners, sealers, primers, paint,
temporary protection, cleanup, and incidental work required for a
complete finished project are the responsibility of the contractor. If
concealed damage or conditions materially change the scope, stop
work in the affected area and obtain written City authorization before
performing extra work.
12. Upon completion, remove debris and temporary protection, clean the
work area, and leave the gazebo and surrounding area in a neat, safe,
and fully usable condition.
