Traffic Signal Improvements Project
Bid # 26-45
ADDENDUM No. 02
October 14, 2026
This Addendum forms a part of the Bid Documents for Bid No. 26-45, Traffic Signal Improvements
Project, and modifies the Bid Documents as set forth below. All other provisions of the Bid
Documents remain unchanged.
This Addendum consists of the following:
RESPONSE TO INQUIRIES
Inquiry #1 - Local Employment Program Requirements
Inquiry:
During the pre-bid meeting, the City indicated that the Evanston employment requirements
would be removed from this project. Please confirm whether an addendum will be issued
to formally document this change.
City Response:
This matter was previously addressed in Addendum No. 1. Bidders shall refer to
Addendum No. 1 for clarification regarding the applicability of the City's Local
Employment Program requirements.
Inquiry #2 - 36-Inch Traffic Signal Foundation
Inquiry:
Sheet 47 of the contract plans includes a detail for a 36-inch by 15-foot traffic signal
foundation. However, the corresponding 36-inch foundation pay item does not appear in
the Schedule of Prices or the plan quantities. Please clarify how this work is intended to be
compensated.
City Response:
Page 2
The City is coordinating with the design consultant to confirm the appropriate pay item
associated with the 36-inch-diameter by 15-foot-deep traffic signal foundation identified
on Sheet 47. The City has not identified a specific pay item within the Contract
Specifications that expressly addresses this foundation.
Project geotechnical report states that the existing soils do not meet the minimum
requirements specified within Highway Standard 878001. Therefore, all Concrete
Foundation Type E, which are 30-inch diameter at varying depth per Highway Standard
8780001, shall instead be a 36-inch diameter at a standard depth of 15 feet per the detail
on Sheet 47. Addendum No. 3 will be issued to revise the diameter and depth of all
Concrete Foundations Type E accordingly.
Inquiry #3 - Relocate Sign Panel, Type 1
Inquiry:
The contract plans identify the pay item "RELOCATE SIGN PANEL, TYPE 1" with a unit
of measurement of square feet (SQ FT). However, the Schedule of Prices identifies the
same item with a unit of measurement of each (EACH), with the same quantity. Please
clarify the correct unit of measurement for this pay item.
City Response:
The traffic signal improvements at Central Street and Central Park Avenue were designed
by a separate engineering consultant from the consultant responsible for the Ridge Avenue
corridor improvements. Accordingly, the associated quantities and pay items are identified
separately within the Contract Plans.
Bidders shall refer to the following plan sheets for the applicable quantities and locations:
* Sheet 14: Identifies one (1) sign panel to be relocated at the Ridge Avenue and
Lincoln Street intersection, measured as EACH.
* Sheet 50: Identifies the remaining sign panel relocation quantities associated with
the Central Street and Central Park Avenue intersection.
The quantities associated with these locations shall be treated separately and shall not be
assumed to represent identical quantities or units of measurement.
Inquiry #4 - Remove Existing Concrete Foundation
Inquiry:
The contract includes two pay items identified as "REMOVE CONCRETE
FOUNDATION." Please confirm whether the second pay item (Line 94) should instead be
designated as "REMOVE CONCRETE FOUNDATION, SPECIAL" to account for the
special provision requiring full-depth foundation removal.
Page 3
City Response:
The traffic signal improvements at Central Street and Central Park Avenue were designed
by a separate engineering consultant from the Ridge Avenue corridor improvements. The
applicable foundation removal requirements are identified separately in the Contract Plans
and Special Provisions.
Central Street and Central Park Avenue:
The foundation removal associated with this intersection is identified on Sheet 50 of the
Contract Plans and is governed by the project-specific Special Provision titled "REMOVE
EXISTING CONCRETE FOUNDATION," located on page 100 of the Special
Provisions.
The Special Provision states:
REMOVE EXISTING CONCRETE FOUNDATION
Description:
This work shall consist of completely removing the existing mast arm pole concrete
foundation located at the northwest corner of the intersection of Central Street and Central
Park Avenue.
During the concrete foundation removal process, the Contractor shall exercise care to avoid
impacts to existing buried utilities and minimize disturbance to the soil adjacent to the
foundation being removed.
As identified in the Contract Plans, a new concrete foundation is to be constructed at the
same location as the existing mast arm pole foundation being removed.
The removed concrete foundation shall be disposed of outside the public right-of-way.
Basis of Payment:
This work will be paid for at the contract unit price per EACH for REMOVE EXISTING
CONCRETE FOUNDATION, which shall constitute payment in full for all labor and
equipment required to complete the work described above.
Ridge Avenue Corridor:
Foundation removal work associated with the Ridge Avenue corridor, including the
intersections of Ridge Avenue at Noyes Street, Simpson Street, and Lincoln Street, shall
be compensated under the following pay item:
* Pay Item No.: 89502385
* Description: REMOVE EXISTING CONCRETE FOUNDATION
Page 4
* Unit of Measurement: EACH
Foundation removal shall be performed to full depth as required by the applicable pay item
and as identified in the Contract Plans.
The foundation removal requirements for Central Street/Central Park Avenue and the
Ridge Avenue corridor shall be administered under their respective applicable pay items
and Contract Plan requirements.
Inquiry #5 - Removal of Existing Temporary Traffic Signal Equipment
Inquiry:
The Schedule of Quantities identifies one (1) EACH for "REMOVE EXISTING
TEMPORARY TRAFFIC SIGNAL EQUIPMENT" at Noyes Street. However, no
corresponding quantity is identified for the second temporary traffic signal installation at
Central Street/Central Park Avenue. Please clarify whether the removal of the second
temporary traffic signal installation is included under another pay item or whether an
additional quantity will be provided.
City Response:
The removal of temporary traffic signal installations is included in the contract unit price
for TEMPORARY TRAFFIC SIGNAL INSTALLATION, as described in the
applicable Special Provision beginning on page 73 of the Contract Specifications.
The applicable Special Provision is identified as follows:
TEMPORARY TRAFFIC SIGNAL INSTALLATION
Effective: May 22, 2002
Revised: March 1, 2025
Section: 890.01TS
Description:
This work consists of furnishing, installing, maintaining, and removing a temporary traffic
signal installation as shown on the Contract Plans. This includes, but is not limited to,
temporary signal heads, emergency vehicle priority systems, interconnect, vehicle
detectors, uninterruptible power supply equipment, and signing.
Where temporary traffic signals operate within an existing traffic signal system, the
equipment shall be compatible with the current operating requirements of that system. For
integration into an Advanced Traffic Management System (ATMS), including Centracs,
Tactics, or TransSuite, the controller shall have the latest approved version of NTCIP
software installed.
Page 5
Basis of Payment:
As further described in the Special Provision on page 78, the contract unit price for
TEMPORARY TRAFFIC SIGNAL INSTALLATION includes all materials, installation,
required modifications, maintenance-related adjustments, and complete removal of the
temporary traffic signal installation.
Each temporary traffic signal installation location shall be paid for separately under the
applicable TEMPORARY TRAFFIC SIGNAL INSTALLATION pay item.
Accordingly, removal of the temporary traffic signal installation at Central Street and
Central Park Avenue is included within the applicable temporary traffic signal installation
pay item and shall not require a separate removal pay item.
Inquiry #6 - Maintenance of Traffic Signal Installations
Inquiry:
The Schedule of Quantities identifies two (2) EACH for "MAINTENANCE OF
EXISTING TRAFFIC SIGNAL INSTALLATION," consisting of one (1) EACH for
Central Street and one (1) EACH for contingency. Please confirm whether the maintenance
of both temporary traffic signal installations is intended to be compensated under one (1)
EACH, or whether separate pay items or quantities will be provided for each installation.
City Response:
The maintenance of existing traffic signal installations is intended to be compensated
separately for the Central Street/Central Park Avenue intersection and the Ridge Avenue
corridor, with one (1) EACH allocated to each location or corridor, as described below.
1. Central Street and Central Park Avenue
The traffic signal installation at Central Street and Central Park Avenue is considered a
standalone intersection for purposes of the maintenance pay item.
Maintenance of the existing traffic signal installation at this intersection shall be
compensated under one (1) EACH for MAINTENANCE OF EXISTING TRAFFIC
SIGNAL INSTALLATION.
2. Ridge Avenue Corridor
The Ridge Avenue corridor includes the following three signalized intersections:
* Ridge Avenue at Noyes Street
* Ridge Avenue at Simpson Street
* Ridge Avenue at Lincoln Street
Page 6
| Location | Quantity |
|---|---|
| Central Street at Central Park Avenue | 1 EACH |
| Ridge Avenue Corridor - Noyes, Simpson, and Lincoln Streets combined | 1 EACH |
| Total | 2 EACH |
Maintenance of the existing traffic signal installations at all three intersections shall be
compensated collectively under one (1) EACH for MAINTENANCE OF EXISTING
TRAFFIC SIGNAL INSTALLATION, identified as the contingency quantity in the
Schedule of Quantities.
The Contractor shall account for maintenance responsibilities at all three Ridge Avenue
intersections within this single pay item.
For clarification, the two (2) EACH quantities are intended to be allocated as follows:
Location Quantity
Central Street at Central Park Avenue 1 EACH
Ridge Avenue Corridor - Noyes, Simpson, and Lincoln Streets combined 1 EACH
Total 2 EACH
The Contractor shall include all applicable maintenance costs associated with the
respective intersections within the identified pay items.
Inquiry #7 - Bid Submission Deadline
Inquiry:
Please confirm whether the scheduled bid submission deadline of October 13, 2026, at 2:00
PM Central Time remains unchanged.
City Response:
The City has extended the bid submission deadline to allow prospective bidders additional
time to review and incorporate the clarifications provided through the addendum process.
The revised bid submission deadline is:
Tuesday, October 20, 2026, at 2:00 PM Central Time.
All bids shall continue to be submitted electronically through DemandStar in accordance
with the Bid Documents.
All other bid submission requirements remain unchanged.
Inquiry #8 - Engineer's Estimate of Construction Cost
Inquiry:
Please provide the estimated construction cost or anticipated construction cost range for
the project.
Page 7
City Response:
The City will not be providing the Engineer's Estimate of Construction Cost or an
anticipated construction cost range for this project.
Bidders are responsible for independently evaluating the Contract Plans, Specifications,
Special Provisions, quantities, and all other applicable Bid Documents to determine their
proposed construction costs.
Bidders shall provide the appropriate unit prices for all applicable pay items and complete
the required pricing forms included in the Bid Documents.
Inquiry #9 - Schedule of Prices and Excel Format
Inquiry:
The PDF of the bid lists the materials required for the project; however, the full descriptions
of certain bid items are not visible. Is an Excel spreadsheet containing the complete list of
bid items and descriptions available for bidders to review?
City Response:
Bidders shall refer to the Summary of Quantities included in the Contract Plans for the
complete pay item descriptions, associated quantities, and applicable units of
measurement.
The Summary of Quantities, together with the Contract Specifications and Special
Provisions, identifies the work associated with the respective pay items.
An Excel spreadsheet containing the bid items is not currently available for distribution.
Bidders shall use the applicable bid forms and Schedule of Prices provided in the Bid
Documents when preparing and submitting their bids.
END OF ADDENDUM NO. 2
