PREAPPROVAL ADVERTISEMENT
Turner Construction will receive Statements of Qualification per Iowa Code Chapter 26A (also referred to as
Statement of Qualifications Preapproval Forms herein) for construction of Dallas County – County Attorney and
County Auditor Office Renovations in three sites located within Adel, Iowa. For the Dallas County County
Attorney, the project consists of a two-phased 16,607 square foot renovation of the existing building located at
902 Court Street. For the Dallas County Auditor, the project consists of a two phased 17,584 square foot
renovation of the existing buildings located at 100 Nile Kinnick Drive (Highway 169) and 210 North 10th Street. The
renovations are to update the existing county owned building to support the full-time functions for the Dallas
County Attorney and Auditor and their respective staff and personnel. The project sites are located at:

PREAPPROVAL FORM SUBMISSION
Statement of Qualifications Preapproval Forms must be filled out, compiled, and submitted by, or before, 5:00 PM,
Monday, August 31st, 2026. Any submissions received after this time will not be accepted nor opened. All
Statements of Qualification Preapproval Forms must be submitted electronically to the BuildingConnected
website. Submitters are to contact Janelle Ward at jaward@tcco.com to request setup and access to the
BuildingConnected website for Statement of Qualifications Preapproval Form submission. When requesting setup
and access, please indicate in your email request which Bid Package(s) you are interested in prequalifying for
approval to bid.
PREAPPROVAL FORM SUBMISSION WEBINAR
A Statement of Qualifications Preapproval Form Submission Webinar will be conducted at 11:00 am on Tuesday,
August 18th, 2026, for those interested in prequalifying for approval to bid the project in near future. The meeting
link can be found in BuildingConnected. You may also contact Janelle Ward at jaward@tcco.com to request access
to the virtual meeting.
CHAPTER 26A BID PACKAGE LIST
Per Iowa Code Chapter 26A, Pre-Approval Form submissions are required for bid packages anticipated to exceed
the established competitive bidding threshold established by the State of Iowa. Therefore, Pre-Approval Forms are
only being accepted from those interested in prequalifying for approval to bid the following list of Bid Packages:
1. Bid Package No. 09.01 – Gypsum Board Assemblies and Acoustical Ceilings
a. Anticipated scope of work to include, but not be limited to, providing light gage metal framing,
thermal insulation, finished gypsum board walls, bulkheads, and ceilings, and acoustical ceilings for the
respective renovations as required by the contract documents.
b. Anticipated specification sections contributing to the scope of work include:
i. Section 054000 – Cold-Formed Metal Framing
ii. Section 072100 – Thermal Insulation
iii. Section 092116 – Gypsum Board Assemblies
iv. Section 095100 – Acoustical Ceilings
2. Bid Package No. 09.02 – Flooring Finishes

finishes, resilient flooring and base, carpet tile, complete with applicable floor prep for the respective
renovations as required by the contract documents.
b. Anticipated specification sections contributing to the scope of work include:

iii. Section 096813 – Tile Carpeting
3. Bid Package No. 22.01 – Plumbing & Mechanical
a. Anticipated scope of work to include, but not be limited to, providing underground, above ground, and
overhead sanitary and domestic water distribution piping; domestic water valves; domestic water
pumps; plumbing equipment; plumbing fixtures; miscellaneous plumbing trims and accessories;
insulated and non-insulated ductwork; ductwork accessories; diffusers, registers, and grilles;
mechanical piping assemblies; mechanical equipment; and instrumentation and controls as required
by the contract documents for a complete and operational plumbing and heating, ventilating, and air
conditioning (HVAC) system.
b. Anticipated specification sections contributing to the scope of work include:
i. Division 22 – Plumbing
ii. Division 23 – Heating, Ventilating, and Air Conditioning (HVAC)
4. Bid Package No. 26.01 – Electrical, Communications, & Electronic Safety and Security
a. Anticipated scope of work to include, but not be limited to, providing underground, above ground, and
overhead electrical, communications, and electronic safety and security raceways, boxes, supports,
and conductors; grounding; service entrance; transformers, panelboards, fuses and circuit breakers;
packaged engine generator systems and transfer switch; wiring devices; interior/exterior lighting
fixtures; structured cabling; and digital/addressable fire alarm systems as required by the contract
documents for a complete and operational electrical, communications, and electronic safety and
security system.
b. Anticipated specification sections contributing to the scope of work include:
i. Division 26 – Electrical
ii. Division 27 – Communications
iii. Division 28 – Electronic Safety & Security

SUBMISSION PROCEDURE
Completed Pre-Approval Form submissions will only be accepted electronically via upload to the project’s
BuildingConnected website.
SUBMISSION WITHDRAWAL
Pre-Approval Form submissions may be withdrawn by submitter upon written request any time prior to the
established Pre-Approval Form submission deadline.

The Construction Manager and/or Owner will review, and score submitted Pre-Approval Forms based upon an
objective scoring process and statutory criteria. Submissions meeting or exceeding minimum scoring criteria shall
be deemed as an approved bidder for the Bid Package it was approved to bid. The Construction Manager and/or
Owner retain the right to reject any/all submission documents if documentation is deemed flawed, incomplete, or
insufficient to properly score.
All submitters must complete and submit the correct Pre-Approval Forms and supporting documentation in
advance of the deadline to be considered responsive.
QUESTION / CLARIFICATION REQUESTS
Any/all questions are to be submitted electronically via BuildingConnected website. Questions can be submitted at
any time but must be submitted no later than 12:00 PM on Friday, August 21st, 2026. Responses to questions
received will be published as a clarification document and posted to BuildingConnected by 12:00 PM on Tuesday,
August 25th, 2026.
