Synopsis for Sources Sought:
This notice is intended to inquire about the industry’s capabilities for a single award task order (SATOC) indefinite delivery-indefinite quantity (IDIQ) construction management services contract, primarily within the limits of the New Orleans District but open to use within the boundaries of the Mississippi Valley Division’s area of responsibility, primarily to include quality assurance representative (QAR) services. The current contract averages around 25 QAR’s. This future contract will also include various other less frequent service capabilities, such as project engineer, cost estimator, construction manager, secretary, civil engineer technician, and construction materials testing. The source selection process will be lowest price technically acceptable.
The Contractor will be expected to perform a broad range of construction management, quality assurance, and related services to satisfy fluctuating needs and conditions in accordance with construction plans and specifications, as well as other Government policy and regulations. Quality assurance activities to be performed shall include, but not be limited to coordinating, reading plans and specifications, monitoring, documenting, and reporting on construction contractor quality control activities and construction safety, progress, and testing. Construction management services will include tracking and management of project funds, submittal tracking and coordination, coordination with field personnel and other district elements concerning construction activities, modification and claim activities, and plans and specifications review. These activities primarily apply to flood control and navigational waterways projects, which consist of levees, floodwalls, pump stations, revetments, hydraulic and bucket dredging, the repair and/or maintenance of various structures, drainage structures and channels, debris removal, and other emergency services, but shall not be limited to the above.
Selection Criteria:
Qualifications and capacity will be serious considerations in determining technical acceptability. Interested companies must demonstrate a minimum of twenty qualified QAR’s (at least ten shall be employed by the prime) with a minimum of five years of general experience, including three years of specialized experience. This specialized experience shall be in heavy civil and marine construction management, to include work in concrete, earthwork, structural, electrical, mechanical, dredging, welding, debris cleanup, environmental, etc.
