Project Description: Johnstown Redevelopment Authority (Owner) will receive electronic bids online via PennBid for the construction of the Gravity Thickener Rehabilitation Project until Wednesday, November 12, 2025, at 10:00 A.M. local time; at which time they shall be opened online & publicly posted via PennBid. Bids submitted by any other means will not be accepted. All documents & details are available at no cost on https://pennbid.net. Questions & inquiries should be addressed through PennBid.
Contract No. 2025-WWTP-05 consists of the removal, disposal, and replacement of an existing gravity sludge thickener, including all associated piping, conduit, and appurtenances at the Dornick Point WWTP. Work under this contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The project is located in West Taylor Township Cambria County, PA.
The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth in the Contract Documents.
A mandatory pre-bid conference for the Project will be held on Tuesday, October 28, 2025 at 10:00 a.m. at the Dornick Point WWTP located at 241 Asphalt Rd., Johnstown, PA 15906. At-tendance at the pre-bid conference is required in order to qualify to bid.
No bid will be considered unless accompanied by a Bid Bond of an approved surety, a cashier’s check, a certified check, or bank letter of credit payable to the Authority in the amount of not less than ten (10%) percent of the total bid.
Bidders should be aware that any proposed insurance is not acceptable to the Authority without identifying the Johnstown Redevelopment Authority as an “additional insured” on the Bidder’s Certificate of Insurance.
Bidder/Contractor shall provide liability insurance naming the Authority as additional insured in the amount of $2,000,000.00 per occurrence and $2,000,000.00 aggregate.
Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond & a Payment Bond to the Owner, in the form contained in the Contract Documents & executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents.
The project is financed in part by grant from the U.S. Department of Treasury, under the administration of the Commonwealth of Pennsylvania, Commonwealth Financing Authority & in part with local funds. The obligations imposed on the Owner by the funding source shall apply to & be acceptable to the successful bidder.
Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project & will be required to submit an executed non-collusion affidavit with the bid.
