NOTICE TO CONTRACTORS
Notice is hereby given by the President and Board of Trustees of the Village of Oak Lawn, Illinois
that sealed bid proposals will be received for the following tree services contracts:
Full Year 2027 TREE SERVICES CONTRACT (TSC)
Said bid proposals will be received up to the hour of 10:00 am Wednesday, September 23, 2026,
in the office of the Village Clerk located on the second floor in the Municipal Center at 9446
Raymond Avenue, Oak Lawn, Illinois 60453. All sealed bid proposals will be publicly opened and
read at 10:00 a.m. on, Wednesday, September 23, 2026, in the Municipal Center Auditorium
located on the second floor.
Specifications and Bid Proposal Forms for this project are on file with the Village of Oak Lawn
Department of Public Works and 2nd Floor Executive Offices located on the 2nd floor of the
Municipal Center. A copy of these documents can also be found at the Village of Oak Lawn website,
www.oaklawn-il.gov. Bid proposals must be submitted in a clearly marked envelope labeled "2027
Tree Service Contract", on the forms provided, and are to include all detailed specification sheets
and required supporting documentation. Proof of qualifications must be submitted with bid
proposal.
All Contractors bidding on the project shall be required to be properly licensed to do business in the
Village of Oak Lawn and shall furnish sufficient insurance of guaranty of indemnity to the Village
of Oak Lawn, its officers, agents, and employees, against any and all claims which might arise for
damages to persons or property due to the negligence of himself, his employees or agents. No bid
proposal shall be considered unless accompanied by such certificate of insurance.
All laborers and mechanics employed by Contractor or Subcontractor(s) on work for this project
shall be paid wages at rates not less than those prevailing on similar work in the locality as
determined by the Village of Oak Lawn.
The Village of Oak Lawn reserves the right to determine the lowest qualified bidder, to waive
irregularities, and to reject any or all bid proposals at our discretion.

BID CONDITIONS
* Each proposal shall be submitted in an envelope which is plainly marked "Sealed Bid" and 2027
Tree Service Contract."
* Proposals received after the time and date specified will not be considered.
* Proposals shall be made on the forms provided (Request for Quotation & Bid Proposal). Failure to
do so may constitute grounds for rejection of bid.
* Each bidder must state clearly in numerals (dollars and cents as appropriate) unit prices and
extensions, written in ink without delineations, alterations or erasures, the price he or she proposes
to bid.
* Quantities estimated for comparison only. Actual quantities will be determined as needed.
* It is the intention to accept the entire bid proposal. However, the Village reserves the right to choose
to not implement all sites or all phases of the project at its sole discretion.
* Proposals which are incomplete, conditional or which contain additions not called for, alterations
or irregularities of any kind may be rejected.
* One copy of the bid packet with full documentation are required to be provided.
* Each bidder shall sign his proposal with his/her full name and address. In cases where a firm or
corporation submits a proposal, it shall be signed with the full name of at least one member of the
firm, or by the name of the officers authorized by its by-laws and its' official seal affixed thereto.
* A bidder may withdraw his proposal provided the request is made in writing and delivered to the
Finance Department not less than four hours prior to the designated time of the bid opening.
* The right to reject any or all bids, or to waive any informalities for a given bid is reserved by the
President and Board of Trustees. It is distinctly understood, and all bids are made subject to the
agreement, that the President and Board of Trustees reserve the right to decide which proposals
represent the lowest qualified bid.
* Include a copy of TCIA Accreditation if applicable.
SPECIAL TERMS
All bid proposals offered must be accompanied by a bid bond, a cashier's check or certified check
in the amount of two thousand dollars ($2,000) made payable to the order of the Village of Oak
Lawn as a guarantee that, if the bid proposal is accepted, a contract will be entered into and the
performance of the contract properly secured. No bid proposal shall be considered unless
accompanied by such bond or check. For Vendors whose bid is not accepted, your deposit will be
returned in full.
Upon signing the contract, the company will provide the Village of Oak Lawn
Finance Department a Performance Bond equal to 20% of the contract total.

Additional Documents Needed BID Package
* A copy of the Illinois Secretary of State's Department of Business Services online
records evidencing that the bidder has a current corporate annual report on file. If the
bidder is an individual, sole proprietor, or partnership, this subsection shall not apply.
* Documents evidencing current registration with the Illinois Department of Revenue if
bidder has employees (e.g. document with account number, Illinois business tax
number).
* Documents evidencing current registration with the Illinois Department of Employment
Security if bidder has employees (e.g. document with UI account number).
* Disclosure of any federal, state or local tax liens or tax delinquencies against the bidder
or any officers of the bidder in the last five (5) years.
* A statement that all employees are (i) covered under a current workers' compensation
insurance policy and (ii) properly classified under such policy. If the bidder is insured
with a carrier, the evidence of workers' compensation insurance shall be a copy of the
"information page" of the bidder's workers' compensation policy and any continuation
of that information page which include the name and address of the insured, as well as
the class codes the compensation premium is based on and the total estimated
remuneration per class code.
* A copy of the written program for the prevention of substance abuse to be filed with a
public body pursuant to the Substance Abuse Prevention on Public Works Projects Act
(820 ILCS 265/1 et seq.).
* A statement that individuals who will perform work on the public works project on
behalf of the bidder are properly classified as either (i) an employee or (ii) an
independent contractor under all applicable state and federal laws and local ordinances.
* Documents evidencing any professional or trade license required by law or local
ordinance for any trade or specialty area in which the contractor is seeking a contract
award. Additionally, the bidder must disclose any suspension or revocation of such
license held by the company, or of any director, officer or manager of the company.
* If applicable, evidence of participation in apprenticeship and training programs
applicable to the work to be performed on the project which are approved by and
registered with the United States Department of Labor's Office of Apprenticeship, or its
successor organization. The required evidence includes but is not limited to a copy of
all applicable apprenticeship standards or apprenticeship agreement(s) for any
apprentice(s) who will perform work on the public works project.
* Bidder shall certify that all employees expected to perform work on the project have
completed a ten (10)-hour or greater OSHA safety program. Only workers that have
satisfactorily completed a ten (10)-hour or greater OSHA safety program will be
allowed to participate on the project. The bidder must have copies of employee OSHA
cards on file, and Village of Oak Lawn may request the bidder provide copies of
employees OSHA cards; failure to produce an employee's OSHA card may result in a
determination that the bidder is not a responsible bidder.
* If applicable, disclosure of the name and address of each subcontractor from whom the
bidder has accepted a bid and/or intends to hire on any part of the project. Further, each

such subcontractor shall be required to adhere to the requirements set forth herein as
though it were bidding directly to Village of Oak Lawn. Each contractor shall submit
all subcontractor information and supporting documentation to Village of Oak Lawn
prior to the subcontractor commencing work on the project.
* Any determinations by a court or governmental agency for violations of federal, state,
or local laws, including but not limited to serious, willful or repeated violations of the
Occupational Safety and Health Act (OSHA), violations of contracting or antitrust
laws, tax or licensing laws, environmental laws, or the Federal Davis-Bacon and
Related Acts.
* Adoption of a sexual harassment policy pursuant to Illinois public act 87-1257.
Per State Statute, effective July 1, 1993, bidders for public contracts were
required to have written policies concerning sexual harassment.
* The bidder and subcontractor(s) have a continuing obligation to report any material
changes to their status as it pertains to any of the items contained in this Section, at any
time. Such changes must be reported in writing to Village of Oak Lawn within fourteen
(14) days of its occurrence. Failure to comply with this requirement is grounds for the
contractor to be deemed a non-responsible bidder.
* Documentation to confirm the financial resources and ability of the bidder to perform
the contract or provide the service.
* Certificate of the bidder is not barred from bidding or contracting as a result of a
violation of either section 33E-3 or 33E-4 of chapter 720, article 5 of the Illinois
Compiled Statutes.
