1) Opening Statement
The City of St. Louis Treasurer's Office ("Office") is seeking the services of a licensed electrical
business (Vendor) to provide lighting for the properties, owned by the Office. The selected
Vendor will be expected to perform services in accordance with the Scope of Work and in
accordance with the requirements of the solicitation.
The Parking Facilities consist of:
Kiel Garage, located at 1515 Market Street.
2) Scope of Services
a) Lighting at the following parking facility;

Remove and dispose the light fixtures listed below
1) 232 parking deck
2) 43 stairwell
3) 141 strip fixtures
4) 48- 2x4 light fixtures
5) 1 - 2x2 light fixture
6) 13 wall mount (wedge) fixtures

Install New LED fixtures listed below

2) NECA/IESNA 501 - Recommended practice for installing exterior lighting systems.

Submittals
1) Shop Drawings
2) Product Data: Provide manufacturer's standard data sheet including information on
construction, dimensions, ratings, & mounting requirements.
Warranty
1) Provide 5 year manufacturer's warranty for all LED luminaires including drivers.
Schedule for work to be submitted for review and approval.
3) Qualification Requirements and Proposal Format
The responses to the RFP shall include the following information:
1. A summary of the proposal;
2. The history and company profile of the vendor(s);
3. A summary of recent (past three years) lighting completed by the vendor(s);
4. Three references for lighting completed by the vendor; and
5. Point of contact for sales and maintenance issues.

RFP submittals are due no later than 3:00 PM on October 30, 2026 at the following location:

Late proposals may not be accepted and the envelope must be marked referencing the project:
Proposal for Parking Facilities Kiel Garage Lighting. Proposers must supply three (3) hard
copies of the proposal and one (1) electronic copy as a PDF file on a USB flash drive.
Public access to Proposals shall be governed by the relevant provisions of the Freedom of
Information Act, State of Missouri Sunshine Law (RsMO 610.021), and regulations adopted
pursuant thereto.

kiel-garage-lighting.cfm . The department contact person is the only individual who can be
contacted about the project by proposers before proposals are submitted. The department contact
cannot vary the terms of the RFP.
