Description:

The City of Post Falls is accepting responses to a Request for Qualifications (RFQ) from interested consultants for completion of an operational efficiency evaluation at the Post Falls Water Reclamation Facility (WRF). Evaluation will include existing secondary, tertiary, and disinfection treatment and may be used to inform future facility expansion plans.

The Public Works Department is seeking a qualified consultant team with expertise in process evaluation and design of wastewater treatment infrastructure specifically headworks and influent flow equalization, biological nutrient removal secondary treatment, tertiary treatment technologies, ultraviolet disinfection, and facility electric power use.

Separate sealed Responses for the City of Post Falls, WRF Operational Efficiency Evaluation will be received by the City of Post Falls in Kootenai County, Idaho until 4:00 PM local time Friday September 4, 2026. Responses should be addressed to, City Clerk’s Office, City of Post Falls, 408 N Spokane St., Post Falls, ID 83854 and clearly marked “RFQ Response Enclosed – City of Post Falls – WRF Operational Efficiency Evaluation”. Delivery of responses will be accepted by hand, by mail or electronically submitted.

REQUEST FOR QUALIFICATIONS

For clarification and the purpose of brevity, the following definitions will be used throughout these

City of Post Falls Idaho, a political subdivision of the State of
Idaho.
Services rendered by any Respondent contracting to perform
activities or services in response to this RFQ, which are within
the scope of the general definition of their professional practice
area as per state code
A person, corporation, partnership, sole proprietorship, or other
legal entity submitting a proposal in response to this RFQ.
2. NON-DISCRIMINATION:
The City of Post Falls City Council hereby notifies all firms that no person or organization shall be

an award issued pursuant to this advertisement. To the extent, Respondent intends to subcontract any of
the work subject to this RFQ, the Respondent must include this notice in any agreements with
subcontractors. Additionally, minority business enterprises are encouraged to submit responses to this
invitation.
3. SERVICE DESIRED:
Consulting Services for the evaluation of the City of Post Falls Water Reclamation Facility (WRF) to
develop efficient operational strategies of existing treatment components and inform future expansion
plans, including secondary treatment technologies anticipated to be constructed during a forthcoming
facility expansion project.
4. PROJECT DESCRIPTION:
The City completed the 2024 Post Falls Water Reclamation Facility Planning Study which informed
treatment technologies to be implemented as part of a Capital Improvement Plan (CIP). Individual
treatment stages at the WRF include headworks facilities, influent flow equalization basins, biological
nutrient removal secondary treatment, tertiary clarification, tertiary membrane filtration, and ultraviolet
disinfection. Secondary treatment is comprised of anoxic and anerobic basins, surface aerated oxidation
ditches, and secondary clarification.
The City desires a review of past assumptions, operational practices, and overall efficiency to better
inform future operations and growth. This project will see consultants coordinating closely with facility
staff to develop operational strategies which balance electric, chemical, and labor inputs to efficiently
operate existing WRF components and to confirm future technologies and flow regimes as detailed in
the Facility Plan CIP.

While solids are generated in the secondary and tertiary treatment processes, the scope of this effort will
not include an evaluation of the solids handling process.
The WRF Operational Efficiency Evaluation will require project management and technical evaluation
skills to ensure the study components and operational strategy testing do not impact the WRF’s ability to
reliability meet the requirements of IPDES Permit ID0025852 and other regulatory requirements.

Project Schedule
The project is envisioned in two phases: a review of planned expansion projects and an efficiency
evaluation of the complete liquid treatment operations. Generally, phase 1 will include tasks 1-4 in the
scope of services below and phase 2 will include the remaining tasks.
The entire project is intended to be completed no later than July 2027. Phase 1 is expected to be
completed in February 2027.
Scope of Services
The consultant’s scope of work is expected to include, but not be limited to, the following tasks:
Phase One
1. Headworks Evaluation
Assess headworks components and performance, including peak flow handling and the condition
and effectiveness of screening and grit removal equipment.
2. Equalization Tank and Flow Routing Review
Evaluate the existing equalization tank capacity and both current and planned future flow-routing
methods. Provide recommendations for alternative approaches that may improve secondary
treatment stability, reliability, and/or reduce power consumption associated with managing
diurnal flow variations.
3. Secondary Treatment Flow Splitting Assessment
Review current practices for dividing flow between biological nutrient-removal treatment trains.
Develop options and recommendations for improved flow-splitting methodology, particularly as
the number of treatment trains increases.
4. Secondary Design Assessment
Review current basis of design for secondary treatment processes. Develop recommendations for
alternatives or modifications to be considered in future expansion projects.
Phase Two
5. Biological Process Basin Evaluation
Assess operating practices for anoxic, anaerobic, and oxidation basins. Recommend
improvements that enhance treatment stability and reduce electrical power required for
maintaining dissolved oxygen levels and solids mixing.

Review process for potential benefits of incorporating online process instrumentation,
fermentation, CBOD supplementation, and other side stream processes intended to optimize
treatment stability and biological nutrient removal.
6. Secondary Clarifier Assessment
Evaluate secondary clarifier performance and operating methods. Recommend strategies to
improve clarification efficiency while meeting effluent quality targets.
7. Tertiary Clarification and Coagulant Evaluation
Review tertiary clarification performance and operating methods. Identify and evaluate
alternative coagulants, considering both performance and cost implications.
8. Tertiary Membrane Filtration Review
Evaluate membrane filtration operations. Focus areas to include flow sequencing between
tertiary membrane racks, advantages and disadvantages of using coagulants as part of the
membrane process, and optimizing clean in place equipment and operations.
9. Tertiary Treatment Flow Distribution Study
Assess existing flow distribution between tertiary clarification and membrane filtration
processes. Develop anticipated flow splitting strategy necessary to meet IPDES permit
requirements throughout the planning horizon. Evaluate overall tertiary treatment strategies that
optimize performance while balancing labor, power, and chemical practices.
10. UV Disinfection System Validation
Develop a UV disinfection system performance validation testing procedure for review and
approval by Idaho DEQ. Assist in completion of UV disinfection system performance validation
testing to demonstrate maximum effluent flow rates which remain compliant with Idaho Class A
recycled water standards and City reuse permit requirements.
11. Membrane Filtration Disinfection Literature Review
Conduct a literature review of acceptance criteria for using membrane filtration to meet effluent
disinfection requirements, both nationally and within Idaho.
12. WRF Power Use Evaluation
Evaluate overall WRF electrical energy consumption to identify opportunities for efficiency
improvements and cost savings.
13. Future Recommendations
Summarize future areas recommended for study and evaluation to improve treatment efficiency
and effectiveness.
The final Scope of Work will be refined and negotiated with the selected consultant.

The City intends that the firm awarded a contract will perform the work commencing upon approval of
