OVERVIEW
The Charter Township of Chesterfield's Facilities & Operations Department is soliciting bids from
qualified commercial overhead door contractors to furnish and install eight new commercial overhead
door operators at Chesterfield Township Fire Station #1.
The existing doors, tracks, springs, and related door assemblies are intended to remain in place unless
deficiencies are identified during the contractor's inspection. The work shall provide complete, safe,
reliable, and fully operational overhead door systems suitable for the frequent and critical-response use
associated with a fire station.
Before submitting a bid, each bidder shall have the opportunity to thoroughly examine the properties
and fully understand the conditions that may affect the work proposed. Mandatory walk through will
occur on Thursday September 10, 2026 at 10:00 am on site at: Chesterfield Township Fire Station #1,
26001 22 Mile Road, Chesterfield Township, MI 48051. Failure to inspect the sites in no way relieves the
successful contractor from the necessity of furnishing materials or performing any labor necessary for
the satisfactory completion of the work.

1. SUBMISSION AND RECEIPT OF BIDS
Sealed bids will be received by the Charter Township of Chesterfield at the office of the Township Clerk,
47275 Sugarbush Road, Chesterfield, Michigan, 48047 until 10:00 am local time Tuesday September 22,
2026. The bids will be publicly opened and read aloud following the 10:00 am deadline.
To receive consideration, bids shall be received prior to the specified deadline time. NO LATE BIDS WILL
BE ACCEPTED. Bids are considered received when in the possession of the Chesterfield Township Clerk's
Office. ALL BIDS MUST BE LABELED: CHESTERFIELD TOWNSHIP FIRE STATION #1 OVERHEAD DOOR
OPERATORS. Bids must be sealed when submitted. All amounts must be entered into the format on
'Appendix B'. Bids must be typewritten or printed in ink and legibly prepared. Bids having erasures or
corrections thereon may be rejected unless explained or initialed by bidder. Digital copies (i.e. email,
thumb drive) will be deemed supplemental to the mailed bid packet.
2. ADDITIONAL BID INFORMATION
Unless otherwise specified, the Township reserves the right to accept any item in the bids. Bidders may
submit on any item or group of items, provided however, that the unit prices are shown as required. It is
the vendor's responsibility to acquire knowledge of any change, modifications or additions to the bid
documents. Any vendor who submits a bid and later claims it had no knowledge of any change,
modifications or additions made by the Charter Township of Chesterfield to the bid specifications, shall
be bound by the bid, including any changes, modifications or additions made by the Charter Township of
Chesterfield to the bid specifications, and that vendor fails to accept the bid award, the Charter
Township of Chesterfield may pursue costs and expenses to re-bid the item from that vendor.
The Charter Township of Chesterfield officially distributes bid documents from the Township Clerk's
Office upon request or through the BidNet website. Each change or addendum issued in relation to this
bid will be on file in the Township Clerk's Office. It shall be the bidder's responsibility to make inquiry as
to the changes or addenda issued, unless the addendum is contained in the original bid documents.
3. SPECIFICATIONS AND SCOPE OF WORK
The bidder, if awarded the contract, will be required to furnish the particular item(s) referred to in the
specifications and scope of work, see Appendix A.
The Charter Township of Chesterfield reserves the right to determine if equipment/product or service
being bid is equal to the specified equipment/product or service requested.
4. ALTERNATE BIDS
Bidders are cautioned that any alternate bid, unless requested by the Township, or any changes,
insertions, or omissions to the terms and conditions, specifications, or any other requirements of this
bid, may be considered non-responsive and in the opinion of the Township, may result in rejection of the
bid.
5. PRICING
Prices shall be stated in units of quantity specified in the bid document, Appendix B. In case of a
discrepancy in computing the amount of the bid, the unit price bid will govern.
6. QUANTITIES
All quantities stated, unless indicated otherwise, are estimates and the Township reserves the right to
increase or decrease the quantity at the unit price bid as best fits it need. In addition, the Township
reserves the right to make future purchases at the unit price submitted for all Township departments,
including the Public Safety Department.
7. DELIVERY
Deliveries can be made during business hours of 8:00am - 4:30pm.
8. TAXES, TERMS AND CONDITIONS
The Charter Township of Chesterfield is exempt from Federal Excise, State Sales Tax and Personal
Property Tax. The Township's tax I.D. number is 38-6006891.
9. QUALIFICATIONS AND AWARD
The bid will be awarded to that responsible, responsive bidder whose bid, conforming to this solicitation,
will be most advantageous to the Township, with price and other factors considered. The Charter
Township of Chesterfield reserves the right to accept any bid, to reject any or all bids, or waive
irregularities in any bid in the best interest of the Township. Bidders may submit bids on any item or
groups of items provided unit prices are clearly shown and a notation is made on the bid document
clearly indicating bidder's intent.
10. WITHDRAWALS OF BIDS
Bids may be withdrawn in person by a bidder, or authorized representative, provided their identity is
made known and a receipt is signed for the bid, but only if the withdrawal is made prior to the stated bid
deadline. No bid may be withdrawn for at least 90 days after bid opening. In case of error by the bidder
in making up a bid, the Township may, by discretion, reject such a bid upon presentation of a letter by
the bidder which sets forth the error, the cause thereof and sufficient evidence to substantiate the claim.
11. DEFAULT CONDITIONS
In case of default by the contractor, the Charter Township of Chesterfield may procure the articles or
services from other sources and hold the bidder responsible for any excess cost occasioned thereby. In
case of error by the bidder relating to a Contract, the Township may, by discretion upon presentation of
a written explanation by the bidder substantiating the error, reject the Contract and award to the next
qualified bidder. Such error may be subject to default conditions.
12. INFRINGEMENTS AND INDEMNIFICATIONS
The bidder, if awarded a contract, agrees to protect, defend and save the Township and herein, its
officials, employees, departments, and agents, harmless against; any demand for payment for the use of
any patented material, process, or device that may enter into the manufacture, construction, or from a
part of the work covered by either order or contract; and from suits or a charge of every nature and
description brought against it for, or on account of, any injuries or damages received or sustained by the
parties by or from any of the facts of the contractor, the contractor's employees, or agents; from all
liability claims, demands, judgments and expenses to persons or property occasioned, wholly, or in part,
by the acts or omissions of the bidder, contractor, agents or employee.
13. BONDING
Bonding is not required for this contract.

20. CONTRACT TERMINATION
The Township reserves the right, upon thirty (30) days written notice, to terminate this contract for
failure of vendor to comply with terms and conditions set forth herein. Nonperformance on the part of
the vendor shall constitute breach of contract and shall nullify any and all contractual obligations
between the seller and the purchaser.

APPENDIX A
SCOPE OF WORK
The contractor shall furnish and install eight new commercial-grade overhead door operators meeting
the following minimum requirements:
1. Operators shall be specifically designed and properly sized for the existing commercial overhead
doors.
2. Operators shall be rated for high-cycle, frequent-duty service appropriate for an active fire
station.
3. Operators shall be compatible with the existing door type, configuration, weight, travel, track
system, and available electrical service.
4. Operator horsepower and duty rating shall be determined by the manufacturer's requirements
and the field-verified operating weight and configuration of each door.
5. Operators shall include commercial-grade motors, gear reduction systems, mounting hardware,
drive components, brackets, and electrical controls.
6. Operators shall have adjustable open and closed limits.
7. Operators shall include motor overload protection and emergency manual operation capability.
8. Operators shall include an emergency disconnect or manual-release system that allows the door
to be operated during a power failure or operator malfunction.
9. Operators shall be UL 325 listed and comply with all applicable federal, state, and local codes.
10. All eight operators should be supplied by the same manufacturer and be of the same model or
product family whenever practicable to simplify maintenance and replacement parts.
11. New equipment shall not be discontinued, refurbished, reconditioned, or previously used.
The contractor shall furnish and install all controls and safety equipment necessary for compliant
operation, including:
1. Commercial three-button OPEN/CLOSE/STOP wall control stations at locations approved by the
Township.
2. Monitored photoelectric safety sensors for each door.
3. Monitored reversing edges or other required entrapment-protection devices.
4. Properly located and protected control wiring.
5. Door travel limits and force settings adjusted in accordance with manufacturer requirements.
6. Warning labels, placards, and operating instructions.
7. Reconnection or replacement of existing remote-control devices, radio receivers, key switches,
or other controls, where identified in the proposal.
8. Coordination with Township staff regarding any existing station-alerting, access-control, security,
exhaust, or building-control system associated with the doors.
The proposal shall clearly identify which existing control components will be reused and which will be
replaced.
Removal and Installation
The contractor shall:
1. Disconnect and remove the eight existing overhead door operators and associated components
that will no longer be used.
2. Legally dispose of removed equipment and debris unless the Township requests that specific
equipment be retained.
3. Protect the existing doors, tracks, building surfaces, vehicles, equipment, and surrounding areas
during the work.
4. Furnish and install all necessary mounting brackets, reinforcing steel, supports, shafts, sprockets,
chains, drive components, fasteners, conduit, wiring, and related accessories.
5. Repair minor damage caused by the removal or installation work.
6. Maintain a clean and safe work area throughout the project.
7. Coordinate shutdowns so that Fire Station operations and emergency response capabilities are
not unnecessarily interrupted.
8. Keep a sufficient number of apparatus-bay doors operational at all times, as directed by the
Township.
9. Obtain Township approval before disabling any door or beginning work that may affect
emergency response operations.
Existing Door Inspection and Adjustments
Before connecting the new operators, the contractor shall inspect each existing door assembly and
confirm that it is safe, properly balanced, and suitable for powered operation.
The contractor shall perform minor adjustments necessary for proper operation, including:
1. Lubricating applicable moving components.
2. Adjusting door travel and alignment.
3. Tightening accessible hardware.
4. Adjusting drive chains and operator components.
5. Confirming that cables, drums, rollers, hinges, bearings, tracks, springs, and shafts are in
serviceable condition.
6. Confirming that each door can be operated manually without binding or excessive resistance.
Replacement of existing doors, tracks, springs, cables, rollers, or other major door components is not
included in the base scope unless specifically identified. Any additional repairs shall be documented and
submitted to the Township for written approval before the work is performed.
Electrical Work
The contractor shall provide all electrical work necessary for a complete installation, including:
1. Disconnecting the existing operators.
2. Connecting the new operators to the existing electrical service.
3. Furnishing required conduit, conductors, junction boxes, disconnects, controls, and related
materials.
4. Correcting connections directly affected by the operator replacement.
5. Labeling electrical disconnects and operator controls.
6. Coordinating electrical shutdowns with Township personnel.
All electrical work shall be performed by properly licensed personnel and comply with the current
applicable electrical code and local requirements.
Testing and Commissioning
Upon completion, the contractor shall test and commission each overhead door system. Testing shall
include:
1. Complete opening and closing cycles.
2. Verification of open, close, and stop controls.
3. Verification of travel limits.
4. Testing of photoelectric sensors and reversing devices.
5. Testing of emergency disconnects and manual operation.
6. Verification that each door stops and reverses as required.
7. Confirmation that the door remains properly aligned and balanced.
8. Confirmation that the operator does not create excessive noise, vibration, binding, or
movement.
9. Testing of applicable remote controls and other connected control devices.
The contractor shall correct deficiencies and repeat testing until each system is accepted by the
Township.
Training and Closeout Documentation
The contractor shall provide Township personnel with on-site instruction covering:
1. Normal operation.
2. Emergency manual operation.
3. Safety-device operation.
4. Routine inspection and maintenance.
5. Troubleshooting and reset procedures.
At project completion, the contractor shall provide:
1. Manufacturer operation and maintenance manuals.
2. Product data and technical information.
3. Wiring and control diagrams.
4. Warranty documentation.
5. Recommended preventive-maintenance schedule.
6. Model and serial number for each operator.
7. List of replacement parts and authorized service contacts.
8. Copies of permits and final inspection approvals, if applicable.
