Project Overview
A. Project Description
Columbus Developmental Center (CDC)
This Request for Qualifications (RFQ) is to obtain Professional Architectural/Engineering (A/E) services for the planning,
design and construction oversight of the new multi-building Columbus Developmental Center.
Founded in 1857, the current Columbus Developmental Center encompasses 76 acres, 20 buildings, 200,000 sf., is
licensed for 125 beds and is utilized for broader developmental disability care.
The campus is centrally located in the state. Some DODD central office staff are located at this facility.
This project will complete a replacement of the current CDC into a reimagined, modern, high functioning space, that will
serve the CDC.
Design/Construction of a new facility at CDC. Once new buildings are complete and occupied, most vacated buildings are
planned to be demolished. This may require 2 phases for demolition, site development and new utility/infrastructure work
before most of the new building construction can begin. The center will include residential, program, activity,
administrative and other support buildings
Challenges of Current Facility
* Institutional atmosphere impacts quality of life
* Layout of residential homes is not conducive to the level of supervision needed
* Community and location require more security than what is currently provided and available
* Residential homes are far from each other, creating lag time for crisis intervention and support
* Infrastructure is dated, and deferred maintenance costs are high
* Negative first impression and accessibility issues for visitors and staff
* Infrastructure for technology is outdated and inadequate
Population
* Adult population of short-term admission who have turned into longer term
* Legacy population
Strengths
* Centrally located in the state with access to medical and social services

Request for Qualifications (Registered Design Professional) continued
* Experienced staff serving a broad age and need range
* Strong capacity utilization (high census-to-bed ratio)
