Request for Statements of Interest (SOI)/Statement of Qualifications
Notice is hereby given that Newtown Township will retain an engineering firm to act as the Township’s Engineer for a multi-use trail from Troop Farm Road at Route 252 to Bryn Mawr Avenue at Route 3 through an existing easement through Dunwoody Village Property. The selection of the Municipal Engineer will be valid for no more than 5 years. The firm must be a registered ECMS Business Partner. The scope of the services includes but is not limited to: studies, roadway design, trial design, bridge design, services during construction, NBIS bridge inspection, general municipal engineering tasks, right-of way acquisitions, construction management, and construction inspection.
The Township will establish an order of ranking of a minimum of 3 firms for the purpose of negotiating an Agreement based on the Township’s evaluation of the Statements of Interest received in response to this solicitation. The final ranking will be established directly from the Statements of Interest. Technical proposals will not be requested prior to the establishment of the final ranking. The Statements of Interest will be limited to five (5) pages and shall be sent to the provided email address. Requirements are four (4) hard copies and two (2) copies on thumb drive delivered to the street address.
The Township will utilize the modified selection process in their determination for professional engineering services. The method of procurement will be competitive negotiations.
The following factors, listed in order of importance, will be considered by the Township during the evaluation of the firms submitting Statements of Interest;
1. Professional qualifications necessary for satisfactory performance of potentially required services;
2. Any specialized experience and technical competence in the type of work that may be required;
3. The firm’s capacity, or availability of technical staff, to accomplish work in required time frames;
4. Knowledge of the Municipality; and
5. Specific experience and/or qualifications related to any other appropriate evaluation criteria.
The Township encourages responses from small firms, minority firms, and firms that have not previously performed work for the Township. For federally funded agreements assigned to the Municipal Engineer exceeding $100,000, there may be a DBE goal requirement. If prime is not a DBE firm, a DBE engineering firm may be selected specific to each project need and can be added at a later time upon approval by the Township. Specific DBE firms do not need to be identified in the Statement of Interest.
The assignment of the above services will be made to one of the firms responding to this notice, but Newtown Township reserves the right to reject all statements of interest submitted, to cancel the solicitations requested under this notice, and/or to re-advertise solicitation for these services.
Firms interested in performing this work are invited to submit a Statement of Interest to Stephen Nease, Township Manager, 209 Bishop Hollow Road, Newtown Square PA, 19073. All Statements of Interest must be submitted to the Newtown Township by 2:30 PM on September 8, 2026.
Firms submitting a Statement of Interest document that does not comply with the above requirements will not be considered. Project discussion during the seeking of SOI’s will be in the form of questions being submitted to the email provided.
