Cobb County ("County") is issuing this Request for Proposals (RFP) for Professional Design Services for the construction of the project "New South Cobb Public Health Building”, (“Project”), located at 490 Riverside Pkwy, Austell, GA, 30168

The County is seeking the services of an architectural/engineering firm (the “Design Professional”) to provide all design services, including the development of plans and specifications. The Design Professional will provide the complete program verification, schematic, design development, and construction documents. The successful Design Professional will contract with the Owner in a timely manner.

Background

The new South Cobb Public Health Campus will become a multipurpose health facility comprised of public and private partnerships and will offer an integrated approach to improving access to care and promoting better health outcomes in the southern portion of Cobb County. By offering Public Health services, Primary Care, Behavioral Health, and Community Linkages, the campus will serve as a central hub for a variety of essential health services while connecting residents with additional resources and support networks.

The Campus will be a newly constructed building located on 5.21 acres of land owned by Cobb County and will be comprised of separate facilities with a shared foundation and roof, totaling approximately 30,000 sq. ft. This approach will maximize the use of the available land and keep the design cohesive while still allowing each facility to function independently, making it easier for people to access multiple resources in one trip.

The priority is to build out Public Health first, followed by the remaining spaces as those partnerships are formalized. This Phase I will be composed of about 15,000SF with the potential of a first floor shell space of 10,000SF.

Funding for this project will come from Cobb County 2023-2026 ARPA funds, Cobb County 2022 SPLOST funding, Cobb County FY25 General Fund appropriation, Cobb County Board of Health capital reserve funding and the Georgia Dept. of Community Health FY 24 and FY25 General Fund appropriations.

The County is seeking the services of an architectural/engineering firm (the “Design Professional”) to provide all design services, including the development of plans and specifications. The Design Professional will provide the complete program verification, schematic, design development, and construction documents. The successful Design Professional will contract with the Owner in a timely manner. The applying firm shall be an individual firm fulfilling all contractual obligations and performing a minimum of 50% of the architectural design services (exclusive of engineering and specialty consultants) in-house. An associated firm (if desired) may provide up to 50% of the architectural design services, allowing two or more architectural firms to share in the design effort on an equal basis.

The delivery method for this Project will be Construction Management at-Risk (CM/GC), and, at a minimum, will employ the services of a Program Manager and a Commissioning Agent in addition to the services of the Design Professional.
