B. Introduction
Firms interested in providing Construction Manager at Risk Services (“CM” or “CM at Risk”) for this
public building Project are invited to submit a Statement of Qualifications (“SOQ”) to the City of
Waltham. This CM at Risk services procurement is conducted pursuant to M.G.L. Chapter 149A,
consisting of a two-phase process. The City of Waltham (“City”) will first be prequalifying firms
interested in providing CM at Risk services for this project, through this initial RFQ process. The City
will evaluate submitted SOQs based upon the identified evaluation criteria and will short-list those
respondents it deems qualified. Only those respondents deemed qualified will be invited to submit a
Proposal in response to a detailed Request for Proposals (“RFP”) to be issued in the second phase of
the CM procurement process.
The project delivery method for construction will be CM at Risk with a Guaranteed Maximum Price
(“GMP”) under procedures set forth in M.G.L. Chapter 149A for public building construction. Firms
interested in being prequalified must demonstrate they have prior experience as a Construction
Manager on at least three CM at Risk projects and have completed at least one project of a
complexity, type, and size similar to this project as described further below. The prior CM at
Risk projects used for qualification must have been completed within the last ten (10) years.
Interested firms are advised that the City’s Application to Proceed with CM at Risk was submitted to
the Massachusetts Office of the Inspector General (OIG) on August 10, 2026. This RFQ solicitation is
concurrent to the OIG’s review, and selection of a Construction Manager and subsequent contract

award is conditioned upon the City’s receipt of OIG approval to proceed with CM at Risk delivery
method.
C. Project Description
The project includes construction of a new Department of Public Works Facility, of estimated 95,000
GSF in size, on a city-owned parcel of land located off of Waverley Oaks Road in the area of the old
Fernald School.
The anticipated program for the facility includes the following main structures:
Department Administrative Offices and employee support facilities, estimated at 23,000 GSF
Vehicular Storage – fully conditioned, indoor parking facility, estimated at 43,000 GSF
Vehicular Maintenance Facility, estimated at 16,000 GSF
Shop Space for Various Departments (Water, Forestry, etc.), estimated at 13,000 GSF
Wash Bay, estimated at 1,750 GSF
Bathrooms, circulation / stairs, storage and elevator service are provided at all levels.
Ancillary facilities to be incorporated also include the following:
Salt Shed(s) with Brine Plant, to accommodate an estimated 10,000 TN Salt Storage
Fuel Storage and Dispensing System
Public Recycling Area
Bulk Materials Storage Areas
There is an extensive amount of site work anticipated to complete the work of this project, including
but not limited to the following: demolition of existing structures, tree clearing / grubbing, site cut / fill
and associated grading, rock removal, utilities, stormwater management, parking areas, site lighting,
roadway improvements and related infrastructure.
Initial / conceptual site layout is shown in the illustration below:
Procurement of early bid packages may be conducted to expedite early site work (demolition of
existing structures, clearing, grubbing, ledge removal and roadway / infrastructure improvements)
prior to the start of the building construction. These measures and other aspects of site management
