The purpose of this Request for Proposals (RFP) is to solicit redevelopment proposals from qualified developers for the adaptive reuse of the West Avenue Library, owned the City of Newport News (âCityâ) and located at 2907 West Avenue, Newport News, Virginia 23607 (Parcel ID # 310040107).
