This notice does not constitute a commitment by the United States Government. The Government intends to release a solicitation for this requirement on or about August 12, 2025. This pre-solicitation announcement is issued solely for information and planning purposes only and does not constitute a solicitation. Requirement: Interoperability Pledge Program Support (Convener) Proposed Solicitation Number: 36C10G-25-R-0026 Description: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Digital Health Office (DHO), Office of Clinical Informatics (OCI), Integration & Operations (I&O) has a requirement in support of the Veteran Interoperability Pledge initiative to facilitate a seamless care experience and immediate access to Veteran patient s medical history as part of making timely and accurate treatment decisions. With aspirations to help advance treatment and reduce negative outcomes for patients in suicidal crisis, recognizing new and enhanced benefits available to Veterans based upon legislation related to toxic exposures, this pledge will help enhance access to key data between VA and community providers. This initiative is driven in part by recent legislative actions in the form of the Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxics (PACT) Act and the Veterans Comprehensive Prevention, Access to Care, and Treatment (COMPACT) Act addressing Veterans in suicidal crisis. This initiative aims to advance awareness and use of those benefits to the advantage of the Veteran population we serve. Upon award of the contract, the Contractor shall provide support services in the following task areas: (1) Program Management, (2) Establish an Interoperability Pledge Community of Practice (IPCOP), (3) National Standards Alignment and Development and (4) Development and Publication of a New Implementation Guide or Standard. The period of performance is anticipated to be five-years from the date of award, with four 1-year performance-based option years.Â
