Under PON 6021, NYSERDA is soliciting proposals for the development of innovative maritime vessel solutions specifically designed to enable the safe, efficient, and cost-effective transport of bulk hydrogen over short- to medium-distance routes. The objective of the solicitation is to advance hydrogen transportation by water through scalable, regulatory-compliant vessel designs that support intrastate or nearshore delivery within New York State waterways or from adjacent states, addressing current logistical and infrastructure barriers.

Eligibility/Qualifications Requirements/Preferences:

This solicitation aims to increase the likelihood of successful implementation of innovative maritime vessel solutions optimized for safe, efficient, and cost-effective bulk hydrogen transport over short- to medium-distance maritime routes within New York State. This effort directly supports NYSERDA’s objectives to advance hydrogen infrastructure and decarbonize transportation logistics across the state. The proposing entity does not need to be based in or currently operating in New York; however, the project must demonstrate logistical feasibility and operational compatibility with New York State waterways or adjacent regions, and the proposing team must include an operator capable of maritime vessel operations within the state.

At a minimum, the proposing team should consist of the following:

- Maritime vessel naval architects, and/or shipyards

- Maritime vessel operator based in New York State, and

- Hydrogen fuel supplier.

Proposals must clearly align with the objectives outlined in the Solicitation Summary. Proposers must include a complete and detailed scope of work addressing all required elements defined in this single-phase solicitation.
