The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified General Contractor to construct the Route 9 and Route 287 Roundabout.
The Route 9 and Route 287 Roundabout is a County funded project consisting of:
The conversion of the existing signalized intersection of Charles Town Pike (Route 9) and Berlin Turnpike (Route 287) into a single-lane roundabout to significantly reduce existing traffic congestion, improve safety, and provide a long-term, cost-effective solution for future roadway operation and maintenance. Roadway approaches on Route 9 and Route 287 will be realigned and widened as needed to facilitate roundabout operations.
The Project will also include:

• Storm Sewer & Drainage Improvements
• Roadway Signing & Pavement Marking Improvements
• Temporary Traffic Signal Modifications
• Multi-Phase Traffic Management Plan
The Project is located in Wheatland, Virginia, in the Catoctin/Blue Ridge Election District.
The general scope of work includes, but is not limited to, all surveying, construction layout, maintenance of traffic, earthwork (including the removal of unsuitable material), rock excavation, erosion & sediment control, other environmental controls, safety procedures and complete compliance with all applicable permits, to include but not be limited to, Virginia Stormwater Management Program (VSMP)/Stormwater Pollution Prevention Plan (SWPPP) requirements, Virginia Department of Transportation (VDOT) Land Use permit and environmental permits.
