The City of Portland, Texas will receive bids for Old Towne Drainage Improvements GLO CDBG MIT-MOD Contract No. 24-065-116-E958 until 10:00 AM on August 6, 2025. at the City of Portland City Hall. Bids must be addressed to: The City of Portland, City Secretary. The bids will be publicly opened and read aloud at the PORTLAND CITY HALL on August 6, 2025 at 10:00 AM at City of Portland, City Hall 1900 Billy G. Webb Dr., Portland, Texas 78374.
The project consists of drainage improvements including removal of existing reinforced concrete pipes, installation of reinforced concrete pipes, tie into existing junction box, drainage risers, post inlet, manhole, headwall structure, grading swales and ditch, pavement repair, traffic control, erosion control, and minor utility adjustments.

Qualifications:

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to City of Portland or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City of Portland Section 3 Policy is required for all contracts.
