Notes	We highly recommend online submission of responses. This expedites the process and reduces errors for both buyer and supplier. The purpose of this Request for Bid (RFB) is to solicit Bid Responses from responsible, responsive Bidders to provide Wildflower and Native Grass Seed for the Iowa DOT Statewide. The Issuing Agent identified on the cover page is the sole point of contact regarding the RFB from the date of issuance until the notice of intent to award is issued (selection of the successful contractor). Line #52 lists a quantity of 1 the actual quantity is under one (1) pound so the unit of measure is listed as part of the description on this line due to the bidding system not allowing a quantity smaller than one (1) to be listed on the line. Bid tabulation will reflect the smaller quantities. Deliveries shall be F.O.B Destination. Delivery Information Delivery information will be provided prior to required delivery date once seed mixing and storage bid is awarded. Seed will need to be received by mixing and storing contractor by April 1, 2025. Contract Award Award will be made by line item. It is the intent of the Iowa DOT to award the contract to the responsible contractor whose submitted quote is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule . Other factors may also include a comprehensive review of bidders past work performance, and work capacity. Purchase Orders One Purchase order/s will be issued per awarded vendor upon notice to proceed. Method of Award Award shall be made for all seed by species by line item to the lowest responsive bid after any preference as stated below: 1. Seed certified as Source Identified Class, Yellow Tag, Source/G0 – Iowa (any location or multiple collection sites), 20% Preference over number 2. 2. Seed certified as Source Identified Class, Yellow Tag, Source/G0 - State other than Iowa. 50% Preference over number 3. 3. Uncertified seed will have 0% Preference. 4. No cultivated varieties of seed will be purchased, with the exception of Switchgrass (Panicum virgatum "Shenandoah"). Preference example: Priority #1 XYZ grass: Source Identified Class, Yellow Tag, Source/G0 – Iowa @ $11.75/lb. PLS. Priority #2 XYZ grass: Source Identified Class, Yellow Tag, Source/G0 – another state @ $10.00/lb. PLS. Priority #3 XYZ grass: uncertified seed @ $7.00/lb. PLS. Preference calculation: 20% preference for #1 over #2, ($10.00 x 20% =$2.00; $10:00+$2.00=$12.00) Preference calculation: 50% preference for #2 over #3, ($7.00 x 50% =$3.50; $7:00+$3.50=$10.50) Award: Source Identified Class, Yellow Tag, Source/G0 – Iowa @ $11.75 lowest price. If the lowest responsive bidder does not meet the total required quantity, the next lowest responsive bidder will be awarded the balance. Multiple bidders may be awarded each item.
