INVITATION TO BID
The City of Camden will receive Sealed Bids for the Resurfacing Project until 2:00 PM on Thursday
May 28, 2026 at the City of Camden Town Hall basement training area at 1000 Lyttleton Street in
City of Camden, SC, at which time and place all Bids will be publicly opened and read aloud.
Each of the bidders shall fully familiarize itself with the conditions relating to the bid to ensure
complete understanding of all the details involved. The bidder shall satisfy itself as to the actual
requirements of the bid by personal examination of its location or other means, to enable the bidder to
make an informed bid. Failure to do so shall not relieve the successful bidder of its obligation to furnish
all materials, products, and/or labor necessary to complete the provision of the awarded contract, and
failure to do so may result in the claims against bonds. No allowance will be made for any claims that
a bid and/or response were based on incomplete information as to the nature and character of the sites
and of the work involved. Plan holders desiring further information or interpretation of the Proposal
or Plans shall make a written request for such information by 4:00 pm on May 25, 2026. These written
request shall be sent to J. Mike Simpson Jr., PE at msimpson@davisfloyd.com and must contain City
of Camden FY 26 Resurfacing in the subject
To obtain bid documents, Bidders must be Registered Document Holders with Davis & Floyd, Inc.
Information and Bidding Documents for the Project can be found at the following designated website

Bidding Documents may be downloaded from the designated website. Access rights for the designated
website may be obtained by emailing a request to documents-chs@davisfloyd.com or by calling Davis
& Floyd, Inc. at (843) 554-8602.
The designated website will be updated periodically with addenda, and other information relevant to
submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will
be offered only through the designated website via automated email (notifications@filetransfers.net)
and sent to the email address provided by the prospective bidder at the time of registration. Neither
Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained
from sources other than the designated website.
Bids must be clearly marked, “Bid No. FY 26 Resurfacing”. Contractors mailing bids should allow
delivery time to ensure timely receipt of their bid. The responsibility for getting the bid to the City of
Camden on or before the specified time and date is solely and strictly the responsibility of the proposing
firm. Any bids received later than the submission deadline will not be accepted/considered. Electronic
bids will not be accepted. The City of Camden will in no way be responsible for delays caused by any
occurrence.
This request for bids does not commit the City of Camden to award a contract; to pay any cost incurred
in the preparation of a bid; or, to procure or contract for the services. The City of Camden reserves the
right to accept or reject any or all bids received as a result of this request; to negotiate with any or all
qualified proposers; or, to cancel in part or in its entirety this bid invitation, if it is in the best interest
of the City of Camden to do so.
