The Onsite Training Purchases Team at the NASA Shared Services Center is requesting information from vendors for the following business opportunity:

Statement of Work

Occupational Safety and Health Administration (OSHA) has established standards for fall protection and mandates employers provide training by a qualified person to employees who may be exposed to fall hazards.

NASA’s Glenn Research Center (Glenn) in Cleveland is seeking a qualified vendor to deliver a comprehensive instructor-led-training for site supervisors, safety managers, and workers designated as “competent” persons.

Background

According to OSHA Standard 29 CFR 1926.503, the employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to minimize these hazards.

The Fall Protection Competent Person Training is a specialized safety course designed to equip individuals with the knowledge and skills to identify, assess, and control fall hazards in the workplace, enabling them to act as a "competent person" responsible for overseeing and enforcing fall protection protocols on a job site, typically in industries like construction where working at heights is common; this training covers topics like recognizing fall hazards, selecting appropriate fall protection equipment, implementing fall protection plans, and taking corrective actions when necessary, all in accordance with relevant OSHA standards.

Objectives

The Fall Protection Competent Person Training shall identify potential fall hazards in a workplace and provide instructions to design and implement appropriate fall protection systems, ensure compliance with safety regulations, and take corrective action to minimize fall risks, effectively acting as a designated safety leader on site to prevent worker injuries from falls.

The goal of fall protection competent person training is to prevent serious injury or death from falling hazards. Training topics should cover:

  1. Hazard identification: Gain the ability to recognize existing and potential fall hazards in various work environments.

  2. System evaluation: Assess the effectiveness of installed fall protection systems and identify areas for improvement.

  3. Compliance with regulations: Ensure understanding of relevant safety standards and regulations related to fall protection, particularly OSHA requirements.

  4. Corrective action: Empower competent person to take necessary actions to address identified fall hazards and implement changes in work practices or equipment.

  5. Communication and leadership: Emphasize the importance of effectively communicating safety procedures to workers and promote a safe work culture in leading by example.

Scope of Work

The 3-day course should cover how to use and maintain fall protection equipment and how to identify and mitigate fall hazards. The training should also prepare participants to develop fall protection plans and implement rescue procedures.

The course will be delivered in-person at Glenn for no more than 20 learners.

Deliverables

  1. Vendor will deliver course syllabus 2 weeks before training start date.

  2. Vendor will deliver course materials before training start date.

  3. Vendor will deliver a list of training tools 2 weeks before training start date.

  4. Vendor will deliver a list of instructors 2 weeks before training start date.

  5. Vendor will use only course materials that are Section 508 compliant.

  6. Vendor will deliver course between April 1, 2025, and April 14, 2025.

Government-Furnished Property

  1. NASA will provide training facility.

  2. NASA will provide access badge for instructor.

  3. NASA will provide audio and visual equipment.

Instructor Requirements

  1. Citizenship: U.S. citizen or permanent resident

  2. Qualified trainer: Completed a recognized safety certification or relevant training in fall protection instruction, allowing them to effectively train others on how to identify and manage fall hazards in the workplace.

Additional Requirement

Instructor will assure that each employee has been trained, as necessary, by a competent person qualified in the following areas:

  1. The nature of fall hazards in the work area.

  2. The correct procedures for erecting, maintaining, disassembling, and inspecting the fall protection systems to be used.

  3. The use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used.

  4. The role of each employee in the safety monitoring system when this system is used.

  5. The limitations on the use of mechanical equipment during the performance of roofing work on low-sloped roofs.

  6. The correct procedures for the handling and storage of equipment and materials and the erection of overhead protection.

  7. The role of employees in fall protection plans.

Beyond technical knowledge and ability to deliver the course content accurately and thoroughly, the trainer should possess effective teaching skills to deliver the course material clearly and engage learners.

Instructor should have extensive experience working at heights, a thorough understanding of fall protection regulations and equipment, the ability to identify fall hazards, and be capable of demonstrating proper fall protection techniques.

A secondary instructor should be available should any circumstance prevent the primary instructor from facilitating the course on the scheduled dates.

Target Audience

20 site supervisors, facilities managers, and safety personnel

Place of Performance

The in-person training will be held at NASA Glenn Research Center.
