The Onsite Training Purchases Team at the NASA Shared Services Center is requesting information from vendors for the following business opportunity:
Statement of Work
Occupational Safety and Health Administration (OSHA) has established standards for fall protection and mandates employers provide training by a qualified person to employees who may be exposed to fall hazards.
NASA’s Glenn Research Center (Glenn) in Cleveland is seeking a qualified vendor to deliver a comprehensive instructor-led-training for site supervisors, safety managers, and workers designated as “competent” persons.
Background
According to OSHA Standard 29 CFR 1926.503, the employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to minimize these hazards.
The Fall Protection Competent Person Training is a specialized safety course designed to equip individuals with the knowledge and skills to identify, assess, and control fall hazards in the workplace, enabling them to act as a "competent person" responsible for overseeing and enforcing fall protection protocols on a job site, typically in industries like construction where working at heights is common; this training covers topics like recognizing fall hazards, selecting appropriate fall protection equipment, implementing fall protection plans, and taking corrective actions when necessary, all in accordance with relevant OSHA standards.
Objectives
The Fall Protection Competent Person Training shall identify potential fall hazards in a workplace and provide instructions to design and implement appropriate fall protection systems, ensure compliance with safety regulations, and take corrective action to minimize fall risks, effectively acting as a designated safety leader on site to prevent worker injuries from falls.
The goal of fall protection competent person training is to prevent serious injury or death from falling hazards. Training topics should cover:
Scope of Work
The 3-day course should cover how to use and maintain fall protection equipment and how to identify and mitigate fall hazards. The training should also prepare participants to develop fall protection plans and implement rescue procedures.
The course will be delivered in-person at Glenn for no more than 20 learners.

Instructor will assure that each employee has been trained, as necessary, by a competent person qualified in the following areas:
Beyond technical knowledge and ability to deliver the course content accurately and thoroughly, the trainer should possess effective teaching skills to deliver the course material clearly and engage learners.
Instructor should have extensive experience working at heights, a thorough understanding of fall protection regulations and equipment, the ability to identify fall hazards, and be capable of demonstrating proper fall protection techniques.
A secondary instructor should be available should any circumstance prevent the primary instructor from facilitating the course on the scheduled dates.

The purpose of this RFI is to collect additional information about the subject training request and identify the willingness and capabilities of potential vendors to service the subject training request. This RFI is issued solely for information or planning purposes and does not constitute a request for proposal (RFP). The information provided in the RFI is subject to change and is not binding on the government. NASA has not made a commitment to purchase any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become government property and will not be returned.

Next Steps
The Onsite Training Purchases Team will gather all responses received and submit only those responses that meet the criteria to our customer at Glenn. Our customer will provide responses to the program manager for review. The program manager will review and select the response which offers the best value to NASA. Our customer will submit the selected offer to the Onsite Training Purchases Team. The Onsite Training Purchases Team will prepare the award package and send to a purchasing agent for review and approval. The purchasing agent will issue a Notice of Award to the selected vendor. The vendor can communicate with our customer at Glenn after receiving the notice. The Onsite Training Purchases Team will publish a copy of the notice at sam.gov.
