Standard Specifications

for

3/4 Ton Truck Extended Cab with Utility Box

GENERAL PROVISIONS: Sealed bids for one (1), ¾ Ton Extended Cab truck with Utility Box are invited and will be received until 10:00 a.m. December 5th at the office of the City Clerk, 100 Chaffin Road, Dodge City, Kansas 67801-0880. All bids will be opened immediately thereafter.

A bid form to be used by each bidder is attached. This bid form shall be submitted, together with complete specifications for the equipment being proposed, in a sealed envelope clearly marked “SEALED BID: ¾ Ton Ext Cab Truck Utilities”. Failure to use said bid form may be grounds for rejecting any such bid.

Bids submitted by mail shall be sealed in an envelope marked as indicated above and mailed in a second envelope to the City Clerk at the address indicated.

The equipment regardless of source deemed to furnish the best service for the City will be recommended to the City Commission. The City is exempt from State and Federal taxes.

SCOPE: This specification describes new, 2025/26 one-ton trucks. All federal and state safety regulations pertaining to motor vehicle construction and compulsory equipment shall be part of this specification.

ADHERENCE TO SPECIFICATIONS: Deviation from any of the requirements below shall be stated on the bid form or attached to said form unless so stated by the bidder. The City of Dodge City shall assume that requirements have been met and shall hold the bidder to each part of the specifications.

Approved equal shall mean equipment and/or components which will furnish the level of service required. The equal product shall be the same or better than that described. The City shall be the sole judge of suitability.

HEAVY DUTY: If used in this specification, heavy duty shall mean the item to which the term is applied shall exceed the usual quality, quantity or capacity supplied with standard production equipment and shall be able to withstand unusual strain, exposure, temperature, wear and use.

WARRANTY: The vehicle shall be new and unused, 2025/26model, and shall be completely prepared for customer delivery through service by a factory franchise dealer prior to delivery. A new vehicle pre-delivery inspection and service sheet properly completed and signed by the service manager of the seller shall be furnished with the vehicle. Each unit shall include all inspections coupons, certicards or warranty identification cards normally furnished in the trade in accordance with standard warranty policy. Said warranty maintenance required, when performed by the City of Dodge City shop shall be acceptable to the dealer when it meets or exceeds the dealers certification requirements. Evidence of such preventative maintenance shall be furnished by the City at no cost.

IMPLEMENTATION OF WARRANTY: The bidder shall furnish an outline of the method of implementation of the manufacturer’s standard warranty.

DELIVERY: Each unit shall be completely serviced, including packing of front wheels and lubricated, at the time of delivery in accordance with factory service specifications. The vehicle shall be properly cleaned, windows washed inside and outside and all stickers, markings and protective coatings removed from the glass. The vehicle shall be delivered with separate invoices, registration warranty papers, pre delivery inspection sheets and required manuals. In any case where a vehicle is delivered minus any detail, including parts, items or accessories issued as standard manufacturer’s equipment and/or as specified by the City, the Dealer will be notified immediately and he shall furnish the missing detail within 72 hours, otherwise the City reserves the right to purchase such detail from another source and bill the Dealer for the cost including installation.

The use of Dealer identifying items such as license plate frames, bumper stamps, dealer tags or any type of Dealer advertising shall not be permitted. The City will not accept delivery of any vehicle if such material is attached and should it be necessary for the City to require the removal of any such items, any damaged caused to the vehicle shall be repaired by the Dealer in a like-new condition.

INFORMALITY: The City of Dodge City reserves the right to reject any or all bid, waive any informality or to select any bid deemed to be in the best interest of the City of Dodge City.

DETAILED MINIMUM SPECIFICATIONS:

Manufacturer’s Warranty: Warranty period shall begin when the vehicle is placed into service by the City. The minimum warranty requirements are as follows:

UTILITY BOX: The top of the utility box and inside bed shall be spray lined with Mega-Liners or approved equal. Color shall be black.

Service Facilities: The vender shall operate a service facility capable of performing most repairs associated with the equipment they represent. This facility shall be stocked with common replacement and high wear parts, as may be designated by the equipment manufacturer, and approved by the City.

Technical Requirements: The following are minimum specifications for the unit described. All features below shall be incorporated in the equipment and all items furnished and installed into a complete unit ready for operation.

ENGINE: The engine shall be equipped with a totalizing hour meter. The hour meter shall be placed inside the cab and will register hours when the pickup motor is running all the time instead of at a certain rpm. Comply_____ Exception_____

Engine: Transmission, and Rear differential shall be configure to provide the best fuel economy while providing the best towing capacity available.

Power Train: shall be a gas engine 6.0 liter or greater. The engine shall be equipped with a totalizing hour meter. The hour meter shall be placed within the cab and will register hours when the pickup is running all of the time.

Shall be heavy-duty front and rear with heavy-duty double action shock absorbers. Shall provide the maximum payload available with smooth ride option.

WHEELS-TIRES:

Standard wheels with center caps with All-Season tires with semi aggressive tread. A spare tire matching the wheels and tire provided with the vehicle. A tire pressure-monitoring sensor shall also be provided with spare. A tire carrier and jack shall be provided

ELECTRICAL EQUIPMENT:

Two (2) power outlets with covers mounted in the dash. An optional power supply 12- volt from the battery with two 30 amp fused circuits with 60 amp maxi fuse. Hook-up wires to be located at the front of the floor console.

shall be heavy duty a minimum of 600 cold-cranking amps and maintenance free with rundown protection and retained accessory power.

Both exterior mirrors shall be heated with a day-night interior mirror.

INTERIOR:

Front seat shall be 40/20/40 split bench with outboard headrests and center fold-down console with storage. Rear seats shall fold up for extra storage. Seats shall be made of a heavy-duty vinyl covering. (Dealer specify color)

Flooring shall be weather resistant heavy duty rubber. (Dealer specify color) Dealer shall provide all weather rubber floor mats for both front and rear passenger compartments.

Capacity as regularly furnished, containing a FULL AMOUNT of fuel at the time of delivery to the City.

PICKUP BED:

Short- Bed; shall be wide side and have a length of 70 inches with tailgate closed. The bed and bed rails shall be spray lined with Mega-Liners or approved equal. Color shall be black

Standard corrosion protection furnished by the manufacturer.

BUMPERS/TOWING:

Shall be equipped with front tow hooks. Rear bumper shall be step style with no slip top rubber covers.

A tow package with trailer hitch shall be mounted to the chassis with receiver and two-inch ball. A seven-wire harness for park, backup lamps, right and left turn signal electric brake lead, battery and ground. A six-way adapter to be provided. Mounting the receiver hitch to the service box will not be acceptable.

Extras:

*Provide Ignition controlled extra switches with indicator lights, with 30-amp fuse, and wired to the back of cab with extra switches mounted centrally in the dash.

*Trailer Electrical Circuit and Brakes: The trailer and brake electrical circuits shall be 14 AWG, hard service cord, connected appropriately and run to the rear of the bumper. The wire shall be capable of operating the trailer clearance, tail, stop and directional lights. Provide a 7 way plug or receptacle.

*Trailer circuits shall include a brake pedal activated switch, which will allow the operation of both the truck and trailer simultaneously. Provide a hand lever mounted in an easily accessible location to be used to operate only the trailer brakes or approved equal.

SERVICE BOX:

Configuration shall include utility compartment configuration, lighting, power inverter, shelving, tailgate, hydraulic cooler, hydraulic output configuration, metal strength, door configuration, and any other items pertaining to the serviceability of the utility box.

The Service Box shall include plumbed hydraulics capable of producing 12gpm or more with a high/low setting.
