******* The purpose of this amendment is to respond to questions asked regarding this solicitation.

Q. Are there existing POE switches in the IDFs, or will new POE switches be required?
A. All interfacing between the Network Video Recorder (NVR) and the security panel must be executed exclusively by the authorized security system vendor. Consequently, no physical or logical connection to the security panel is required under the scope of this contractual agreement.
Q. Is there an existing security backbone, or will new copper/fiber backbone cabling be needed?
A. It s not known if current pathways exist in the interstitials to utilize for this project.
Q. What Milestone licensing is currently being requested for the project?
A. One license per camera lens shall be supplied by the vendor.
Q. Do you have a Scope for the NVR and storage size requested?
A. H.264; Retention Period: 90 days; Frame Rate: 15 frames per second; Recording Mode: Continuous.
Q. The SOW references the contractor providing an NVR and camera licenses. We wanted clarification on any required storage size, video retention time, RAID/redundancy, recording quality, frame rate, or other NVR requirements that should be included in pricing.
A. One license per camera lens shall be supplied by the vendor. Physical Security shall coordinate with the Office of Information and Technology (OI&T) to acquire MAC addresses as required. The system must be configured to retain continuous video recordings for a minimum duration of 90 days at 15 frames per second, utilizing H.264 compression at high resolution. The Network Video Recorder (NVR) must be engineered to meet high reliability and performance standards to ensure seamless integration and operation with the existing Lenel and Milestone system software.
Q. Is existing conduit and pathway infrastructure expected to be reused between camera locations and IT rooms?
A. It s not known if current pathways exist in the interstitials to utilize for this project.
Q. If existing conduit/pathways are reused, should we assume they have enough capacity for the new cabling, or should new conduit installation be included?
A. Do not assume the current conduit has sufficient capacity for additional cabling; the installation of a new conduit is required.
Q. Are any as-built drawings, floor plans, or existing security layouts available to assist with estimating and pathway coordination?
A. Drawings specific to the area will be provided to the vendor who is awarded the contract.
Q. Are the nearest IDF/MDF or IT room locations available for reference?
A. Upon installation of the Network Video Recorder (NVR), the IT Room will be accessible to facilitate rack mounting. However, connection to the security system firmware is restricted exclusively to the authorized Security Maintenance Contract vendor. Under this contractual agreement, cameras may be installed and interfaced with the NVR; nonetheless, they are prohibited from integrating into the primary security system infrastructure. Access to the security system control panel is limited solely to the designated vendor responsible for the active security system.
Q. Is VA/OIT expected to provide IP addressing, VLAN setup, and network switch configuration for the new devices?
A. The Senior Physical Security Specialist shall collaborate with the Office of Information & Technology (OI&T) to acquire the necessary IP and MAC address allocations. Verification of camera orientation will be conducted by establishing a connection to the Network Video Recorder (NVR) through a laptop interface. Currently, only the designated Security Maintenance Contract vendor possesses authorization to connect the NVR to the overall security system infrastructure.
Q. Is switch programming/configuration expected to be handled by VA/OIT or by the contractor?
A. Currently, only the designated vendor holding the existing Security Maintenance Contract is authorized to establish the network connection between the Network Video Recorder (NVR) and the security system.
Q. Should Milestone licensing be included as part of the contractor s scope?
A. No.
Q. Are there any additional NVR requirements related to redundancy, recording quality, frame rates, or system performance that should be included in pricing?
A. Continuous video capture over a 90-day retention period at a frame rate of 15 frames per second, utilizing H.264 compression codec, resulting in approximately 264 hours of high-resolution footage. The Network Video Recorder (NVR) must be engineered to meet enterprise-level standards to ensure seamless integration and full interoperability with the existing Lenel and Milestone system software platforms.
Q. Are there any infection control procedures, containment requirements, or restricted-access areas the contractor should expect during installation?
A. Physical Security personnel possess detailed knowledge of the designated area and will provide comprehensive briefing to the awarded vendor regarding specific site regulations, access protocols, and environmental characteristics. This includes determining whether use of a Non-PIV credential is necessary for authorized entry into the designated zone.
Q. Are any specific phases or locations expected to require after-hours or weekend work?
A. Holidays, After-hours, and Weekend work are not authorized
Q. Please confirm whether Davis-Bacon prevailing wage requirements apply and provide the applicable wage determination, if required.

Q. Are any bid, performance, or payment bonds expected for this solicitation?
No Bid performance or payment bonds are required.
The determination of this matter is beyond the scope of our authority. Please direct this inquiry to the Network Contracting Department for definitive clarification.
Q. What version of milestone XProtect are they using or requesting for the licensing? Corporate, Professional, Expert, etc. Do they need a base license or just device licensing?
A. Our deployment utilizes Milestone XProtect Expert VMS software. Based on available information, the procurement of only the base licensing tier appears necessary. Contractor just needs the device license for the camera. The sub-contractor adding the equipment cannot terminate to an existing Lenel/Bosch panel, or add new Lenel/Bosch panels, without the permission of the VA Chief of Police, the COR, or their designee.
Q. Are there any specs for the NVR that they require, retention period, motion or constant recording, frame rates?
A. Continuous video capture over a 90-day retention period at a frame rate of 15 frames per second, utilizing H.264 compression codec, resulting in approximately 264 hours of high-resolution footage. The Network Video Recorder (NVR) must be engineered to meet enterprise-level standards to ensure seamless integration and full interoperability with the existing Lenel and Milestone system software platforms.
Q. Are they integrating the milestone into LenelS2 or the other way?
A. The LenelS2 access control platform forms the foundational system, with the Milestone video management system subsequently integrated into its architecture at a later stage.
Q. Are these 7 cameras all going to the same IDF? If not how many separate IDF location?
A. Based on the available information, all seven (7) cameras are designated to be deployed within the same Intermediate Distribution Frame (IDF) location.
Q. Would we be able to do another site visit?
A. There will not be another site visit.
Q. What is the length of the cable runs from the ground floor Server Room to each of the 7 camera locations?
A. Estimated 200 linear feet for each run for a total of 1400 linear feet for this project. This is only an estimate considering the distance from the server room to the service bays, the vertical run, and the pathways in the interstitials to the camera locations.
