RFP 25009 - SUD Statewide Job Development and Technical Assistance Services
Description:

The New York State Office of Addiction Services and Supports (NYS OASAS) announces the release of RFP 25009-SUD Statewide Job Development and Technical Assistance Services. The RFP is anticipated to be posted to https://oasas.ny.gov/procurement by COB Tuesday, 09/23/2025.

NYS OASAS is issuing this Request for Proposals (RFP) to identify one or two qualified organizations to serve Upstate New York and Downstate New York to provide Job Development, Technical Assistance, and Training Services. These services will support Vocational Rehabilitation Counselors (funded through RFA #25008 – SUD Vocational Rehabilitation Counselors) who will be working with individuals in active treatment or recovery from substance use disorder (SUD) or gambling disorder and are pursuing employment goals. Recognizing that individuals with addiction often face significant employment barriers including stigma, interrupted work histories, and involvement with the justice system, this initiative seeks to build a comprehensive, coordinated, and responsive employment support system.

The organization(s) will coordinate with NYS OASAS certified treatment and recovery providers, vocational rehabilitation programs, and the Vocational Rehabilitation Counselors to:
• cultivate employer relationships,
• generate job leads for use by regional Vocational Rehabilitation Counselors,
• support job seeker connections to appropriate opportunities, and

Additionally, the services provided by the organization(s) will:
• ensure equitable service delivery across urban, suburban, and rural areas, and
• collaborate effectively with regional Vocational Rehabilitation Counselors to coordinate referrals, track outcomes, and support job seeker’s success.
