Description:

Wendel Energy, L.L.C. (Wendel), as an agent for the Dormitory Authority State of New York (DASNY), is seeking qualifications from firms that would like to participate in a future Bid Solicitation, as the Prime Contractor, for the construction of a project that involves Klapper Hall Renovations.

All interested contractors shall submit a Statement of Qualification and NYS Vendor Responsibility Questionnaire ("VRQ"). Information submitted will be evaluated to develop a list of pre-Qualified Bidders for the subject Energy Project that Wendel intends to solicit construction bids for in the fourth quarter of 2025. A short list of 3 to 5 firms will be developed. This short list of Pre-Qualified Bidders will receive the Bid Solicitation.

For this project, the successful low bidder, as a condition of being awarded the construction contract, must submit and have approved a project specific Utilization Plan for MBE and WBE Subcontractors in accordance with the goals that will be included in the Bid Documents and must execute a Project Labor Agreement (PLA) that will be included in the Bid Documents.

The list of Pre-Qualified Bidders will be selected by Wendel and will be approved by DASNY. The minimum experience required is as follows:

  1. Experience serving as a Prime Contractor for a minimum of 5 multi-discipline projects that include Asbestos Abatement, General Construction, Architectural, Structural, Electrical, HVAC, Piping/Plumbing, and Instrumentation & Controls;
  2. Experience serving as Prime Contractor for at least one project with contract value greater than $25 Million;
  3. Similar, recent experience with HVAC upgrades including significant air handling unit and terminal unit replacement;
  4. Experience with working in and around operating facilities; and
  5. Ability to obtain Payment and Performance Bonds for the project.

General Project Description:

The anticipated scope of work for the project includes the following:

City University of New York, Queens College, Klapper Hall Renovations

HVAC Systems

  • Air Conditioning Unit Replacement (ACU-1 to ACU-10)
    • Demolition of existing rooftop AC units, refrigerant recovery, ductwork, piping, insulation, electrical feeders, and exhaust fans.
    • Installation of custom-built replacement ACUs (17 to 134 tons capacity), serving various floors and studios; includes humidification, heat recovery, duct reconnections, new piping, insulation, electrical tie-ins, and controls integration.
  • Additional AC Units (ACU-11, 13, 15, 16 & HV-1 to 4)
    • Removal of existing small units and condensing equipment.
    • New split ACUs (3.5 to 6 tons capacity, some with heat pump/electric reheat) and heating & ventilation units (190 to 397 MBH, 100% outdoor air) for galleries, elevator rooms, shops, and kiln areas.
    • New hot water piping, refrigerant piping, insulation, structural supports, electrical feeders, and controls.
  • Exhaust Systems
    • Removal of existing fans and ductwork.
    • Installation of new spark-resistant and fume exhaust fans (47 units), with ductwork, flex connections, control valves, feeders, and controls.

Chilled, Hot Water & Glycol Systems

  • District Chilled Water Integration
    • Install chilled water supply/return piping with insulation, valves, penetrations, and supports.
    • New 6,000 MBH plate-and-frame heat exchanger, pumps with VFDs, housekeeping pads, and electrical connections.
    • Ventilation system for mechanical rooms.
    • Provisions for temporary chiller connections.
  • Building Glycol Chilled Water Loop
    • Install glycol piping, plus strainers, filters, expansion tank, air separator, and glycol storage/injection system.
    • Underground pre-insulated chilled water piping, trenching, backfill, and restoration.
    • Exterior pipe riser to rooftop ACUs enclosed in an architectural chase tower.
    • New connections to rooftop ACUs with control valves.
  • Hot Water Converters
    • New steam-to-hot water heat exchangers
    • Replacement of pressure reducing valves

Controls System

  • Replace legacy pneumatic controls with new DDC system.
  • New controllers for VAV boxes, reheat boxes, unit heaters, cabinet heaters, fan coils, and fin-tube radiation.
  • Wired thermostats, new electronic actuators, and integration with fire/smoke dampers.
  • Full BACnet-based system with graphic interface, gateways, and campus-level integration.

VAV Box Replacement

  • Replace 162 VAV/Constant volume boxes (with/without reheat).
  • Duct reconnections, repainting, and certified testing, adjusting, and balancing (TAB).

Roofing & Drainage

  • Asbestos abatement.
  • Complete removal of existing roofing system, flashing, curbs, and penetrations.
  • New cold fluid-applied roofing system with insulation, vapor barrier, flashing, drains, copings, gutters, and walkways.
  • Steel ladder installation.
  • Replacement of roof drains with associated piping.

Structural & Architectural

  • Removal of decorative steel roof pyramid structures.
  • Dunnage modifications for new ACUs.
  • Structural framing for ACU screen panels and chiller pipe tower.

In addition to the above, the projects include ancillary trade work, including general construction, electrical, fire alarm, etc. The estimated construction cost range is $30 to $35 Million.

Statement of Qualifications

The Statement of Qualifications shall include, at a minimum, a Transmittal Letter and the information requested in the below listed TABS, organized in the same manner.

Transmittal Letter: In the Transmittal Letter, please indicate the contact information for the individual at your firm who will be receiving communications regarding the bidding of the project (Name, title, address, phone and fax numbers, and email address).

TAB 1: Firm Background

The information in this TAB shall include general information on the company background,

TAB 2: Relevant DASNY Experience

The information in this TAB shall include a list of DASNY projects (minimum of 5 projects and maximum 10 projects) where the firm was, or is, the prime contractor. For each of the contracts, provide the following information: A) Project name; B) Project location; C) All project trades (under the prime contract); D) Firm’s project role; E) Trade(s) self-performed; F) Dollar value of Prime Contract; G) Dollar value of all change orders; H) Year construction completed; I) DASNY Reference with contact information; and J) Owner Reference with contact information.

TAB 3: Relevant Project Experience

The information in this TAB shall include a list of projects (Minimum of 5 projects and maximum 10 projects) that clearly demonstrate relevant experience with multi-discipline projects for HVAC upgrades at major facilities, for which the firm has been the Prime Contractor. At least 1 project shall be more than $25 Million in construction cost. Experience in operating, educational facilities is preferred. For each of the projects, provide the following information: A) Project name; B) Project location; C) All project trades (under the prime contract); D) Firm’s project role; E) Trade(s) self-performed; F) Dollar value of Prime Contract; G) Dollar value of all change orders; H) Year construction completed; I) DASNY Reference with contact information; and J) Owner Reference with contact information.

TAB 4: NYS Vendor Responsibility Questionnaire ("VRQ")
