I. Executive Summary
The Business & Industrial Development Authority of the City of Nashua invites qualified Proposers
to submit Proposals for the redevelopment opportunity of two City-owned parcels located in the
Nashua Millyard District. The Properties include:
• 7 Pine Street Extension (Assessor Map 77, Lot 3); approximately 1.8 acres.
• 82 Pine Street Extension (Assessor Map 77, Lot 8); approximately 1.25 acres (together, the
“Properties”).
Situated in one of Nashua’s most historic and geographically significant areas, the Properties offer
approximately three acres of developable land within walking distance of Main Street businesses,
Mine Falls Park, and the Nashua River, with direct regional access via Route 3 and Veterans
Memorial Parkway. This opportunity comes at a watershed moment, as the Millyard District is
experiencing a surge of public and private investment, from the planned housing developments
of the former Nimco and Bagshaw sites, to the Riverwalk Development Project and other slated
capital infrastructure improvements. Together, these factors position the Properties as major
contributors to downtown’s ongoing transformation.
The Board of Alderman authorized BIDA on behalf of the City to pursue the transfer and
redevelopment of the Properties through Resolution R-23-168. The City plans to dispose of the
Properties to a Proposer, with the appetite to consider a variety of development types and uses
that align with City objectives. This RFP seeks information concerning Proposers’ qualifications,
experience, and capacity to deliver high-quality redevelopment, as well as preliminary concepts
of site design.
The following RFP provides submission instructions, background information, development
objectives, Property details, Proposal requirements, and the criteria that will guide the City’s
evaluation and selection process. Ultimately, the City of Nashua seeks a Proposer who will be a
key development partner in shaping the future of the Millyard District, and one who embraces the
area’s potential for new housing, economic development, riverfront recreation, and public
amenities. The City appreciates all considerations and looks forward to reviewing thoughtful,
creative Proposals.

II. RFP Instructions & Timeline
The City is now accepting Proposals electronically via Bonfire. Please review the Bonfire Vendor
Registration and Bonfire Vendor Submission tutorial documents in the Appendix for more
information. We strongly recommend that you give yourself sufficient time and at least one (1)
business day before due date to begin the uploading process and finalize your submission.
Copies are also available on the City’s website in the Purchasing section within the Bids section.
Responses shall be submitted in accordance with the schedule below., c/o Purchasing
Office, City Hall, Room 11, 229 Main Street, Nashua NH, 03061-2019. Responses shall be
submitted in the format provided and address the items specified in the Request for
Proposal. Postmarks or other timestamps will not be accepted in lieu of actual delivery. The
City has the right to waive any informalities in the submittal procedure. The City of Nashua
may reject any or all of the Proposals on any basis and without disclosure of a reason.
