Brief Description: MnDOT requests letters of interest for Successful Responder to track information regarding each crossing; help identify potential safety issues and develop safety related projects. MnDOT maintains an electronic inventory database for approximately 4,193 highway railroad grade public crossings. Maintaining current information about each crossing is an ongoing effort. MnDOT has a goal of a field review of each crossing, every three years. Successful Responder will update approximately 1293 highway railroad grade public crossing inventories, located in Districts 3, 6, and 8 to keep State’s data current. It is understood that the accessibility of these crossings as well as the geographic distance between crossings will vary and influence the number of crossings that the Successful Responder will be able to accomplish within the budget within this task order. Progress will be assessed monthly to determine necessary adjustments to the scope of crossings to be inventoried.

Project Background

MnDOT maintains an electronic inventory database for approximately 4,193 highway railroad grade public crossings.

The purpose of the database is to track information regarding each crossing; help identify potential safety issues and

develop safety related projects. Maintaining current information about each crossing is an ongoing effort. MnDOT

has a goal of a field review of each crossing, every three years. Successful Responder will update approximately 1293

highway railroad grade public crossing inventories, located in Districts 3, 6, and 8 to keep State’s data current. It is

understood that the accessibility of these crossings as well as the geographic distance between crossings will vary

and influence the number of crossings that the Successful Responder will be able to accomplish within the budget

within this task order. Progress will be assessed monthly to determine necessary adjustments to the scope of

crossings to be inventoried.

Up to Two contracts will be awarded under this Pre-Qualification Announcement.

Project Schedule

The Successful Responder(s) will begin work within one week after the ‘notice to proceed’ is given and complete all

work no later than June 30, 2027.

Project Tasks

The Successful Responder(s) will perform the following tasks:

Task 1: Project Management and Quality Control (QC)

1.1 Provide Project Management for the contract, including client coordination, quality control of field work and

submittals, and project invoicing and administration. QC will be performed within feature service, opposed to

output file (as not to accidentally corrupt data formatting).

1.2 Help with technical questions and support related to the ESRI Field Collection App and data processing.

Task 2: Training

2.1 Meet with MnDOT’s Office of Freight and Commercial Vehicle Operations (OFCVO) staff prior to the initial field

work for a training session to review the process and format of the inventory updates to provide consistency

with the existing inventory and the inventory processes.

Task 3: Field Inspections

3.1 Visit each crossing identified by MnDOT’s Project Manager (PM) and update the field elements for each crossing

in accordance with the Highway/Rail Grade Crossing Field Inventory Manual. The Successful Responder(s) will

not update the elements that require railroad input. The Successful Responder(s) will not take traffic counts. The

updates will be completed using the iOS ArcGIS Field Maps and Survey123 Application and accessed via feature

service stored on the State ArcGIS Online Organization site (i.e. MnMap at http://mndot.maps.arcgis.com).

Access to the crossings feature service on MnMap will be provided to the Successful Responder(s) by MnDOT.

3.2 Submit Excel Workbook (xlsx) output files to State’s PM at the end of the contract period.

3.3 Meet with State OFCVO staff before the first submittal to verify that the level of effort and deliverables are

consistent with expectations.

3.4 Measure the profile (humped) of grade crossings using LiDAR 3D scanners/drones OR survey equipment.

Document all signage related to humped crossings (W10-5: low ground clearance; W10-5P: low ground

clearance plaque) and/or exclusion signs and detour signs. Take additional photos to capture humped related

signage and add comments when applicable.

3.5 Take 12+ good quality digital photographs (with at least a 6 megapixel camera) of each crossing and approach

following the protocol established by State.

3.6 Submit the pictures in electronic format which will be included in the submittals to be provided in the above

task. Photo size should be 1126 X 1500 (extra large). Photo file names will be automatically assigned via ArcGIS

MnDOT Contract No. 1063567 and 1063568 (Multi-Award)

Survey123 using a standardized formatting. Part of the QC will include ensuring the submitted photos follow the

standardized format.

MnDOT Deliverables:

MnDOT will provide the following deliverables:

A. An approximate number of Railroad crossings located in specific Districts to be inventoried.

B. Field elements for the Railroad crossings in each assigned District exported from the State’s BlackCat Rail

Crossing inventory database (Successful Responder Template).

C. Access to the MnDOT’s MnMap point feature service via ArcGIS Online Group with pre-populated feature

services for inventory.

D. Electronic copy of the Highway/Rail Grade Crossing Field Inventory Manual for how to conduct a crossing

inventory update. The Highway/Rail Grade Crossing Field Inventory Manual will include a description of each

field, how each field is to be populated. The manual will also include a description of how to take the 12

picture photo gallery for each crossing.

The Successful Responder(s) Deliverables:

The Successful Responder(s) will provide the following deliverables:

1. District Excel (xlsx) files of updated crossing data suitable for import to State’s BlackCat Rail Crossing

database (the formatted standard is the Consultant Template). Collected data will need to be copied into a

provided submission template.

2. Photos of inventoried crossings consistent with State naming conventions.

3. Monthly status report of progress.

4. Monthly invoices.
