Background:
|
The Department is seeking to hire one firm to provide consultant and design support services for this Project which will provide access to the Inspirada Master Planned Community in West Henderson, and include construction of a new interchange and extension of Via Nobila, west of Las Vegas Boulevard in Clark County.

Project Scope:
|
The successful Service Provider will perform public and stakeholder outreach necessary to meet National Environmental Policy Act (NEPA) requirements, provide the Department's Design Team support with Signals, Lighting, and Intelligent Transportation Systems (SLI) and Signs, Striping, and Traffic Control (SSTC), and complete selected tasks and all activities required for successful completion of final design and ensuring NEPA compliance. Question: Attachment B Statement of Qualifications states that the Public Outreach Lead must have a minimum of 12 years of progressively responsible experience in public involvement with transportation or infrastructure projects, a bachelor’s degree in Public Relations, Communications, Civil Engineering, Urban Planning, or a closely related field may qualify as four of the 12 years.
For the Public Outreach Lead requirement, please clarify whether years of progressively responsible professional experience in public relations or communications spent outside of transportation or infrastructure projects, such as public relations for a state tourism board or for private sector public relations, may be counted toward the 12-year minimum, or if the intent is that all 12 qualifying years must be specific to transportation or infrastructure public involvement.
