The Department of Veteran Affairs, Greater Los Angeles Health Care System anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the construction of a new animal research facility to replace seismically deficient buildings 47 and 103 at Sepulveda Ambulatory Care Center, 16111 Plummer Street, North Hills, California 91343. This is a Design-Build project for the design and construction of a new 7,500 GSF facility that will be an addition to the existing building 7. The Design-Build Team shall provide all labor, materials, tools, equipment, and design-build services necessary to complete a final project design along with complete physical construction necessary to deliver a new Animal Research Facility Annex and demolition of the current Animal Research Building 47 and 103.
Project 691-903 – Design Build Services - Replace Seismically Deficient Animal Research Buildings 47 and 103
This Request for Qualification (RFQ) is issued as a Two-Phase Design-Build procurement (Reference FAR 36.3). Qualification submittals will be evaluated in Phase I to determine which offerors will submit proposals for Phase II. A maximum of three (3) offerors will proceed to Phase II unless the contracting officer determines that a number greater than three (3) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project. Phase II RFP will be issued only to those successful offerors determined to be most highly qualified from Phase I evaluation result. One firm fixed price contract will be awarded using competitive negotiation.
This is an unrestricted acquisition utilizing NAICS Code 236220 with a size standard of $45 million.
The magnitude for this Design-Build construction project is between $20,000,000 and $50,000,000.
