ADVERTISEMENT FOR BIDS
PROJECT: WINDERMERE NEIGHBORHOOD DRAINAGE IMPROVEMENTS PROJECT
OWNER: City of Charleston
RECEIPT OF BIDS: Separate sealed bids for the construction of the above referenced project will
be received by the Owner at their office, February 17, 2026 until 2:00 p.m., local time at the
Department of Stormwater Management, Engineering Division, 2 George Street, Suite 2100,
Charleston, South Carolina, 29401 and at said office will be publicly opened and read aloud.
PROJECT DESCRIPTION: The purpose of this Project is to improve drainage in the Windermere
Basin by providing an additional drainage outfall to the west at Culbertson Drive and improving
the existing drainage outfall to the east at William Ackerman Lane. The Work will include:
demolition of paved areas; tree removal and clearing and grubbing; muck excavation; extensive
water and sanitary sewer utility relocation by a CWS pre-qualified contractor; installation of
approximately 880 feet of concrete pipe, 1,980 feet of box culvert, and 38 drainage structures /
valves; concrete and asphalt paving of streets, curbs, and sidewalks, including some pavement
milling; erosion control; sodding of disturbed areas; traffic control; certified as-built construction
drawings; coordination with other utility companies; and more as shown in the Drawings.
CWS PRE-QUALIFICATIONS: Charleston Water System (CWS) is in the process of pre-qualifying
contractors to work on CWS-owned utilities, with the selected contractors being identified by
February 5, 2026. Contractors not included in the selection may not work on CWS-owned utilities.
TEMPORARY CONSTRUCTION EASEMENT: The City has obtained a temporary easement adjacent
to the permanent drainage easement located at the St. Andrews School property (TMS# 421-05-00-
001). Note the easement agreement includes conditions specifying all work on school property
shall be completed between June 1 through July 31. See Special Provision SP300 Temporary
Construction Easement for more details.
PRE-BID MEETING: A NON-MANDATORY Pre-Bid Meeting will be held at 2:00 PM on January 29,
2026, at the Department of Stormwater Management, 2 George Street, Suite 2100, Charleston, SC
29401. Attendance is highly encouraged for further information and clarification.
DOCUMENTS AVAILABLE: The Contract Documents are available at no charge to view or
download online at www.charleston-sc.gov (Business, BidLine, Stormwater).
SECURITY: Each bid must be accompanied by a certified check of the Bidder, or by a Bid Bond
made payable to the Owner, for an amount equal to not less than 5% of the total bid as a
guarantee that, if the bid is accepted, the required Agreement will be executed and that a 100%
Performance Bond and 100% Payment Bond will be furnished.
OWNER'S RIGHTS: The Owner reserves the right to waive any informalities in bidding and to
reject all Bids if it is in the Owner's best interest to do so. Unless all bids are rejected, award will
be to the low responsive, responsible Bidder.
SMALL BUSINESS ENTERPRISE GOALS: This contract requires compliance with the City of
Charleston’s small business goals. Bids will not be accepted without compliance with this program. All
bidders are advised to familiarize themselves with the City’s small business goals early in the bid
preparation process as time is required to properly seek out and solicit qualified small business owned
firms. Goals with regard to Small Business Enterprises are specified in Section 01110.
