REQUEST FOR PROPOSALS
SR 303 Adaptive Signals (Sheridan to Riddell) – Vendor Contract
The City of Bremerton is soliciting proposals for the SR 303 Adaptive Signals (Sheridan to Riddell)
– Vendor Contract as described herein. Interested parties should submit proposals for
consideration by the deadline below and per the submittal requirements.
PROJECT DESCRIPTION
This federally funded project provides Adaptive Signal Control (ASC) at five (5) City signalized
intersections along State Route 303 (Wheaton Way). The Vendor will provide all associated
hardware and software (e.g. adaptive software, central signal management system, on-premise or
Vendor-hosted cloud environments); System Configuration, Integration, and Deployment; System
Testing and Acceptance; Training; and Technical Support. The proposed ASC system must be
compatible with the City’s existing Econolite Cobalt traffic signal controllers. The City’s Contractor
will be responsible for installing supplemental vehicle detection furnished by the Vendor.

SUBMITTAL REQUIREMENTS & EVALUATION CRITERIA
The proposal shall be submitted via email to Olivia.Paraschiv@ci.bremerton.wa.us with the RFP
Title on the subject line of the email. All electronic documents shall be in PDF format and shall not
exceed 10 MB in size. It is recommended under Message Properties, the box for “Request a
delivery receipt for this message” be checked as this is the only method by which verification of
delivery will be given. Hard copies will be rejected. Emailed Proposals will be received until 1:00
P.M. PST on Monday, December 8, 2025. Proposals received after the specified time will not be
considered.
The proposal shall be in PDF format, 15 pages maximum (excluding cover letter and RFP forms),
8.5” x 11” page size, with font size of 11 pt Arial minimum (or equivalent). The proposal should
include the following information:

The City of Bremerton reserves the right to reject any and all Proposals and to waive irregularities
and informalities in the submittal and evaluation process. The City reserves the right to amend the
terms of this (RFP), circulate various addenda, or withdraw the RFP at any time, regardless of how
much time and effort vendors have spent on their responses. This RFP does not obligate the City to
pay any costs incurred by vendors in the preparation and submission of their submittals.

Project Overview
The City of Bremerton is seeking Adaptive Signal Control (ASC) system from qualified vendors
for the purpose of incorporating the system with the federally-funded SR 303 Adaptive Signals,
from Sheridan Rd to NE Riddell Rd. The City’s needs and requirements for an ASC system are
outlined in the following request for proposal (RFP). The selection of the successful Proposer
will be subject to their ability to meet all phases of the project’s needs, system requirements,
and the criteria set forth in this RFP. The City will issue a separate advertisement for supporting
infrastructure (communications and detection) construction in Summer 2026. The contract
resulting from acceptance of a proposal by the City shall be in a form supplied by the City
(attached herein as Appendix F) and shall reflect the specifications in this RFP. The City
reserves the right to reject any proposed agreement that does not conform to the specification
contained in this RFP, and which is not approved by the City Attorney’s Office.

Contract Term
The City intends to enter into an initial three-year agreement, with two (2) optional one-year
renewal terms, for a potential maximum total term of five (5) years provided that 1) Vendor is in

compliance with the terms and conditions of the contract and, 2) that the annual payment is cost-
effective as determined by the City, and 3) that sufficient funds have been appropriated by the City.
Following the initial three-year term, termination during a renewal period requires mutual
agreement by the parties. The terminating party must provide ninety (90) days advance written
notice, which can come from either party, and acceptance within ten (10) days of receipt of notice
by the non-terminating party.
The City has the right, but not the obligation, to exercise two (2) one (1) year renewal terms. In
order to exercise an option for renewal, the City must provide sixty (60) days written notice to
Vendor prior to the expiration of the then current term that the City is exercising its option for an
additional one (1) year term. The option will become effective upon receipt by Vendor of City’s
written notice. If the option(s) to renew is not timely and properly exercised, then the Agreement
shall expire at the conclusion of the then expiring term. Should the City exercise a renewal
option, the City and Vendor may discuss any necessary changes to services and will confirm
price/rates prior to each renewal. The Vendor’s out-year pricing rates will serve as a baseline for
any future pricing adjustments. The Vendor shall notify the City in writing at least thirty (30) days
prior to any proposed price adjustment. Acceptance of such a request will be at the sole
discretion of the City.
Project Schedule
The ASC system shall be commissioned and operational no later than eighteen (18) months after
contract is executed.
Response Requirements & Format
Proposals must include all information requested and meet all requirements outlined in this
RFP. A committee will evaluate the submitted proposals. During the evaluation process, the City
reserves the right to request additional information or clarification from proposers responding to
this RFP.
Proposals shall be a maximum of 15 pages (one page is equivalent to one side of an 8.5x11 sheet
of paper). Pages are to be letter size (8.5x11). Font size to be a minimum of 11 pt Arial (or
equivalent). Page count does not include cover, table of contents, cover letter, resumes, cost
proposal, completed forms, and response to System Requirements.
A complete response will include:
A. Cover Letter: The cover letter shall be signed and dated by a person authorized to legally
bind the Proposer to a contractual relationship. The cover letter shall include the following
information about the Proposer:
a. Name, address, principal place of business, contact information of legal entity or
individual with whom the contract would be written.
b. Legal status of the Proposer (sole proprietorship, partnership, corporation, etc.). A
corporation must indicate place and date of incorporation.
c. Location of the facility from which the service will be provided.
d. Brief statement of interest.
e. Acknowledgement that the Proposer will conform to all terms and conditions set
forth in the Request for Proposal, unless otherwise agreed by the City.

f. Provide a statement indicating the proposal is valid through August 2026.
B. Project Key Staff and Company Background: The Proposer shall describe the
composition of the proposed project delivery team. The role of each team member shall be
described to provide the City with sufficient detail to understand the work that each team
member will perform. The Proposer shall also provide a resume for each of key project
staff, demonstrating experience deploying the proposed system under the assigned role.
Resumes will not count against the total page count. At a minimum, key staff shall be
identified to satisfy the following responsibilities during the project:
Project Management,
Implementation,
System Integration,
Operations and Training,
Performance Monitoring and Reporting, and
Technical Support.
In addition to project personnel, the Proposer shall provide information about the size,
stability, and capacity of Proposer’s organization, including at a minimum, an identification
of the Proposer’s:
Total number of years in operation,
Total current number of employees,
Number of office locations,
The office location from where this project will be managed, and
The number of employees in the office from where this project will be managed.
C. Project Management Qualifications: The Proposer shall designate a Project Manager
who will be dedicated to the project for its entire duration. The Proposer’s Project Manager
shall keep the City’s Project Manager informed of work progress and shall coordinate
closely with the City to complete the Scope of Work.
The Proposer shall demonstrate the Project Manager’s qualifications and experience in
fulfilling the following project responsibilities:
Develop an effective project charter that outlines the Proposer’s approach,
resources, proposed schedule, activities, tasks, and deliverables required to provide
and implement the proposed system.
Manage changes during the project in order to control and mitigate any
modifications to project scope or requirements.
Maintain good communication between Proposer’s staff and all City staff that are
involved on the project.
Actively track project progress, identifying key project milestones and deliverables.
Manage project risk by identifying project issues, informing the owner, and
facilitating risk mitigation in a timely manner.
