Notice is hereby given that sealed bids will be received for the following project:

BID OPENING: BID PROPOSALS ARE REQUESTED AND WILL BE RECEIVED AS A “SINGLE LUMP SUM

PROPOSAL” PRIOR TO TIME 2:00 PM (local time) ON DATE THURSDAY, OCTOBER 15, 2026 at th

e Muskingum County Courthouse, 401 Main Street, Zanesville, Ohio 43701; Attention: Muskingum Count

y Commissioners.

No emailed or faxed bids will be accepted.

All work for the complete construction of the project shall be bid a single prime contract with the Owner

based on bids received and awarded. The work consists of general construction, heating, ventilating, air

conditioning construction, plumbing construction and electrical construction.

The Owner reserves the right to accept or reject any bid and to waive any irregularities in bidding. No

bidder may withdraw their bid for a period of sixty (60) calendar days after the date set for bid opening.

Bid Guaranty to be filed with bid per Ohio Revised Code (ORC) Section 153.54. Bid security shall be a bond in

full amount of bid or as a certified check, cashier’s check or letter of credit pursuant to Chapter 1305 of the

Ohio Revised Code (ORC). The amount of the certified check, cashier’s check or letter of credit shall be equal

to 10% of the bid. All certified checks, cashier’s check and letter of credit shall be made payable to

Muskingum County Board of Commissioners. Muskingum County Board of Commissioners reserves the

right to assign any portion of the bid or bids to a holding company. The bond or bid guarantee of all

unsuccessful bidders shall be returned to them, by the Owner immediately upon awarding the contract or

the rejection of all bids.

The award of a contract shall be made to the lowest and best bidder. The Owner reserves the right to reject

any or all proposals, to accept other than a low bid, and to waive informalities, irregularities, and/or errors

in bid proposals, which they feel is in their best interest.

This project is subject to all State of Ohio prevailing wage rate requirements. Bidders shall contact

ohio.gov website for current wage rates as applicable to this project for their respective trades.

Bidders shall submit their Employer Identification Number (E.I.N.) to the Owner on the bid form. In the

absence of an E.I.N., Bidder must submit their Social Security Number. An out-of-state contractor and/or

subcontractor will be obligated to show proof that they are registered with the Ohio Department of

Administrative Services at AccessControl@das.ohio.gov to conduct business in the State of Ohio.

An optional Pre-Bid Meeting will be held on SEPTEMBER 16, 2026 at 2:00 PM (local time) at the

Muskingum County Courthouse Courtroom located at 401 Main Street, Zanesville, OH 43701.

Architect/Engineer will be present to discuss construction sequence, bidding requirements and information,

contractor work and storage areas, and requirements for contractor’s personnel. All prospective bidders

are strongly encouraged to attend.
