2026.05 ITB DIRECTIONAL BORING SERVICES
(Horizontal Directional Drilling)
SECTION 1 AUTHORITY
The City of Milton, Florida (“City”) issues this Invitation to Bid (“ITB”) pursuant to
Chapter 166, Fla. Stat., including §166.021, Fla. Stat., Chapter 255, Fla. Stat., and
the City of Milton Purchasing Policy 9.0, as may be amended.
The City invites sealed bids from qualified and licensed contractors to provide
Directional Boring Services (Horizontal Directional Drilling (HDD))on an as-
needed, Purchase Order basis.
Bids will be received at City Hall, 6738 Dixon Street, Milton, Florida, until the
stated deadline. Bids received after that time will not be accepted.
The Work constitutes public construction-related services involving underground
installation, subject to the bidding thresholds of §255.20, F.S., and the payment
and performance bond requirements of §255.05, F.S.
Bidders shall hold all licenses required under Chapter 489, F.S., in the appropriate
classification at the time of bid submission and shall maintain such licensure
throughout the term of the Contract.
Award, if made, shall be made to the lowest responsive and responsible Bidder
in accordance with applicable Florida law and the City’s Purchasing Policy.
The City reserves the right to reject any or all bids, to waive minor irregularities,
and to accept the bid determined to be in the best interest of the City.

SECTION 2 DEFINITIONS
For purposes of this Invitation to Bid and the resulting Contract, the following
terms shall have the meanings set forth below:
2.1 “ITB” or “Solicitation” means this Invitation to Bid, including all appendices,
exhibits, and addenda issued by the City prior to Bid opening.
2.2 “Addendum” means a written clarification, modification, or revision to the
ITB issued by the City prior to Bid opening.
2.3 “Bid” means the written offer submitted by a Bidder in response to this ITB
to perform the Work in accordance with the Contract Documents at the
prices stated.
2.4 “Bidder” means a firm, partnership, corporation, limited liability company,
or other legal entity properly licensed under Chapter 489, Florida Statutes, and
legally authorized to perform underground utility construction work in the State
of Florida.
2.5 “Responsive Bid” means a Bid that conforms in all material respects to the
requirements of this ITB and the Contract Documents, without material
deviation, reservation, or omission.
2.6 “Responsible Bidder” means a Bidder who possesses the capability,
integrity, financial capacity, experience, equipment, and personnel necessary
to fully perform the Contract requirements.
2.7 “Notice of Award” means the written notice issued by the City identifying
the successful Bidder.
2.8 “Agreement” or “Contract” means the written agreement executed
between the City and the Contractor, including all Contract Documents
incorporated therein.
2.9 “Contract Documents” means the Contract, including all exhibits and
attachments, all Purchase Orders, and all duly executed amendments and
change orders.
2.9 “City” means the City of Milton, Florida.

2.10 “Contractor” means the Bidder to whom the Contract is awarded and
who executes the Agreement with the City.
2.11 “Work” means all directional boring (horizontal directional drilling) services
and incidental obligations required under a Purchase Order, including labor,
supervision, equipment, drilling operations, utility coordination, cleanup,
restoration, and required documentation.
2.12 Purchase Order” means a written directive issued by the City authorizing
the Contractor to perform specific Work under the Contract, defining the
scope, location, applicable unit prices, and any special conditions. No Work
shall be performed without a written Purchase Order.
2.13 “Contract Documents” means the documents that form the binding
agreement between the City and the Contractor, as described in the
Contract in Appendix C, and any executed Change Orders.
2.14 “Unit Price” means the fixed price for a specific pay item as set forth in the
Bid Schedule, including all labor, equipment, Contractor-furnished materials
and consumables, drilling fluids, supervision, overhead, profit, and incidentals
necessary to complete that unit of Work. Unit prices do not include the cost of
City-furnished materials.
2.15 “Unit-Price, Purchase Order-Based Contract” means a term services
contract under which Work is performed only upon issuance of a Purchase
Order and compensation is based solely on actual quantities completed and
accepted at the unit prices stated in the Contract. No minimum or maximum
quantity of Work is guaranteed.
2.16 “Final Completion” means the point at which all Work required under a
Purchase Order has been fully completed in accordance with the Contract
Documents, all required documentation has been submitted and accepted,
all restoration has been completed, and the City has issued written
acceptance.
2.17 “Change Order” means a written amendment to a Purchase Order or the
Contract, executed by the City and the Contractor, authorizing a change in
scope, price, or time.
2.18 “Subcontractor” means an individual or entity having a direct contract
with the Contractor to perform a portion of the Work.
