2026 CAPITAL - INFRASTRUCTURE PROFESSIONAL SERVICES

The City of Cleveland is seeking program management and inspection services to support a range of projects and ongoing work throughout the City. The selected firm will be responsible for managing, monitoring, inspecting, reporting, and ensuring that both public and private construction activities align with approved contract documents and comply with all City and/or ODOT standards. This role includes overseeing project execution, verifying adherence to requirements, and maintaining quality control.

To effectively manage these responsibilities and ensure compliance with City expectations, supplemental staffing will be required. Positions may include, but are not limited to: Inspection Services for ODOT Capital Projects, Inspection Services for Public Utility Work, Program Management and Inspection for the City’s Tree‑Damaged Sidewalk Program, ODOT‑qualified Construction Managers and Inspectors, and Certified Arborists.

No pre‑proposal meeting will be held. Written questions may be submitted until July 15, 2026, at 5:00 p.m. An addendum containing all questions and responses will be posted by the close of business on July 22, 2026. Proposals are due July 29, 2026, by noon. All questions must be submitted online through the Questions tab associated with this RFP.
