E. 55th Street Safe Routes to School Quick Build (Outhwaite Avenue to North Marginal Road)

The Mayor’s Office of Capital Projects, Division of Engineering and Construction, seeks qualified consultants to prepare construction contract plans and specifications for the E. 55th Street Safe Routes to School project. The project covers 2.8 miles of E. 55th Street from Outhwaite Avenue to North Marginal Road, excluding the 0.3‑mile SR 283 segment between Superior Avenue and St. Clair Avenue. The corridor is classified as a Minor Arterial.

This quick‑build project will enhance safety and mobility by reallocating curb‑to‑curb space to add a two‑way center turn lane and separated bike lanes. Additional improvements include ladder‑style crosswalks, RRFBs or PHBs, new crosswalks where needed, and concrete bus stop landing pads. All design elements will support the City’s Vision Zero goals to reduce fatal and serious‑injury crashes.

No pre proposal meeting will be held. Written questions may be submitted until July 15, 2026, at 5:00 p.m. An addendum containing all questions and responses will be posted by the close of business on July 22, 2026. Proposals are due July 29, 2026, by noon. All questions must be submitted online through the Questions tab associated with this RFP.
