You are invited to submit a two (2) phase proposal in response to this Request for Proposal (RFP). The Centers for Medicare & Medicaid Services (CMS) intends to award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to provide CMS with an “as needed” mechanism to assist with developing, implementing, and evaluating national integrated communications campaigns. As a result of this RFP, CMS anticipates the award of a "kick-off" task order to each IDIQ awardee; additionally, CMS intends to award the "Health Care Fraud Prevention Outreach and Education Campaign" task order to one (1) IDIQ contract awardee. See attachments for the full descriptions of services of the IDIQ and task orders included in this solicitation.

This RFP/Solicitation does not commit the Government to pay any cost for the preparation and submission of a proposal. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditures of public funds in connection with the proposed procurement. NOTE: This procurement is currently subject to the availability of funds.
