REQUEST FOR QUALIFICATIONS (RFQ)

CONSTRUCTION MANAGEMENT & GENERAL CONTRACTOR SERVICES

The City of Eagle is soliciting statements of qualifications from Idaho-licensed public works construction management professionals for both Construction Management and General Contractor Services (CM/GC) for the construction of an 80+ acre athletic park, construction will proceed in a phased approach depending on funding availability. The “Request For Qualification” (RFQ) is to comply with Idaho Code 67-2320. This procedure provides an orderly process of:

  1. Solicitation of construction management and general contractor services
  2. Evaluation and ranking of qualifications
  3. Establishment of a ranked list of service providers
  4. Negotiation of scope of services and fees

A full complement of construction management and general contractor services will be required, with the CM representing the City of Eagle’s interest in having project completed on time, within budget, and as planned with minimum difficulty. The CM/GC will receive general instructions through a Liaison designated by the City of Eagle Project Team.  It is anticipated that the AIA A133-2012 Document Standard Form of Agreement between the City and Construction Management/General Contractor with any amendments deemed necessary by the City will form the basis of the services agreement in conjunction with AIA Document A201-2017, General Conditions of the Contract for Construction Management and General Contractor with any City amendments as Adviser.

PROJECT OVERVIEW:

Located off Highway 16 at Equest Lane, Eagle City Athletic Park (ECAP) will provide over 80 acres of recreational opportunities for all ages to enjoy.  ECAP will be a hub of recreation, competitive and community engagement for the Eagle Community.  The concept design includes fields for baseball, softball, soccer, rugby, lacrosse and football, in addition to tennis and pickleball courts, playgrounds and walking trails.

The total project cost is estimated to be between $22-$27 million dollars. The project will proceed in a phased construction approach based on funding availability. Phase 1 of the project is estimated to be $6 million dollars which includes final design, construction, contingency and all other associated project costs. The City has designated $1,925,534.00 in the Fiscal Year 2025-2026 budget for the park.  The City has invested an additional $2.8 million dollars for access road construction via a separate agreement for this phase.  Remaining Phase 1 funding is anticipated to be a combination of city funding and private donations.  CM/GC services are sought to accelerate the Phase 1 construction timeline once remaining funding is secured.  Late Spring of 2026 is the target date to begin construction.

REQUIRED SERVICES :

The City of Eagle, is requesting proposals for Construction Manager / General Contractor services. The CM/GC services would include pre-construction, and services throughout the project's construction.  The City of Eagle is looking for a Construction Manager who will be a Team Player collaborating with the City’s Project Team to lead the project from concept to construction as desired by the elected officials.

The City has budgeted $1,925,534.00 for fiscal year 2025-2026 for the project, which includes all design, construction, contingency, and all other associated projects costs.  A complete construction cost estimate and construction schedule will be required following CM/GC's review of concept design drawings and must be updated throughout the Construction Document process.

The CM/GC will be required to meet as needed, but not less than once a month, with the Mayor and City Project Team for the purpose of providing a report regarding the previous month's progress. Such meetings will: advise the team of projected project cost and related value engineering if needed; include critical path schedules, show funds expended in the completion of the project and specific accomplishments related to the completion of the project.

The CM/GC person or firm shall be licensed as a Public Works Construction Manager by the State of ldaho. The CM/GC person or firm proposing for these services shall hold and maintain a certificate of authority for providing construction management services as required per Idaho Statute. The firm must hold and maintain the required State of Idaho Public Works Contractor License classification. Reference IDAPA Administrative Rules 24.39.50 Division of Occupational and Professional Licenses/ Idaho Public Works Contractor License Board.

The CM/GC will be required to provide all documents electronically to the City. Documents may include, but are not limited to meeting minutes, sketches, diagrams, programming analysis, photographs relevant to the project, submittals, field reports, schedules, cost estimates, RFI's, close out documents, warranties, etc.

The CM/GC in conjunction with the design team shall keep in mind that during all phases, code compliance, energy efficiency, and building maintenance concerns should be incorporated into the design.

The CM/GC will be required to provide payment and performance bond(s) in the amount of the total construction management contract. They will also be required to purchase and maintain property insurance written in a "Builder's Risk" policy.

SUBMISSION REQUIREMENTS:

The following items should be included in your Response to the Request for Qualifications (RFQ):

  1. Cover Letter by a Principal of the Firm. (Mandatory)
  2. Executive Summary: Provide a brief statement of the firm’s history, legal structure, and why you believe your firm is the best choice for The City of Eagle. Provide information on your philosophy of service, volume of work, financial stability and construction management experience, techniques and methods. (10 points)
  3. CM/GM Project Approach: Describe your firm’s philosophy and approach to providing construction manager /general contractor services. Discuss typical services provided, how budgets will be managed, how work will be coordinated, communication strategy between the firm and the City and approach to unforeseen construction challenges that may be encountered.  (20 points)
  4. Project Team: Provide current Idaho Licensure information for the firm and current resumes individuals to whom construction management responsibilities will be assigned. Provide the title, roles, and responsibilities for each team member and their experience in performing these responsibilities. (15 points)
  5. Relevant Experience: Show three (3) park specific projects that you have worked on that are similar in scope to the Eagle City Athletic Park project. (15 points)
  6. Municipal Specific Experience Summary: Provide a summary of your recent and historical experience with the City of Eagle. (10 points)
  7. References: Provide at least three (3) Letters of reference of similar magnitude.  (10 points)
  8. Philanthropic Partnership: Give examples, if any, of how your firm has been instrumental in community focused philanthropic endeavors; include why your firm engaged in them. (10 points)
  9. Reviewer Discretion: Each reviewer has the option to distribute these points as desired based on the accuracy, completeness, professionalism, and content of each submission. (10 points)

SUBMITTAL GUIDELINES:

Provide an electronic copy of all the requested information. Limit your proposal (including attachments) to not more than thirty (30) total pages. The City may choose to select from submissions or to schedule oral interviews with the top ranked applicants.

Proposals must be received by 5:00 pm MDT (Mountain Daylight Time) on September 26, 2025.

  • The City of Eagle will not be liable for any costs incurred in the preparation and production of a submittal or any work performed prior to the execution of a contract.
  • All submittals and other materials submitted will become the property of the City of Eagle.
  • All information contained in the Request for Qualification (RFQ) solicitation may be made a part of the executed agreement for services.
  • The City of Eagle reserves the right to waive any informalities or irregularities and reject any or all submittals received as a result of this RFQ solicitation; negotiate changes in the scope of work or services to be provided; and conduct any investigation required to determine the respondent’s performance record and validity of information provided as a part of this submittal.

After reviewing each submittal, the Selection Committee members will meet to tally point scores and make any recommendations.  Responders will be ranked based upon the City’s determination which firms are best qualified to perform the desired services.   The City of Eagle may choose to conduct interviews of top ranked firms.  Following ranking of the responding firms the City will pursue contract negotiations including reasonable costs and fees.  If the negotiations are not successful with the top-ranked firm, then the City will pursue negotiations with the next highest-ranked firm and so on until a contract is reached with a firm or until the City deems it is no longer in the City’s best interest to continue negotiations with the remaining firms.
