This is an RFP for Health Care Actuarial, Underwriting and Plan Design Services necessary to complete Department of Technology, Management and Budget (DTMB), Office of Retirement Services (ORS) projects. This is a formal request to prospective Bidders to solicit bids or price quotations. Bidders must submit written proposals according to the instructions contained within this document, discussing how they will meet the specific requirements. The Contract will be effective January1, 2026, through December 31, 2029. The period between the date the Contractor is selected, and Services are commenced on January 1, 2026, will be for implementation and transition for the Contractor. No payments will be made to the Contractor for the implementation and transition period. The Contractor must begin providing all Services, without interruption, January 1, 2026. The primary purpose of this Contract is to: (1) facilitate the development of bid specifications for the current master health care, pharmacy, dental, vision, HMO, and the Data Management Vendor's expiring contracts, (2) provide expertise and leadership in the ongoing development, implementation and monitoring of strategic planning cost/quality initiatives, and (3) perform ongoing duties relating to plan administration including but not limited to the following specifications under the requirements listed in the attached RFP Documents .
