Sealed proposals are requested by the San Antonio Water System for the construction of approximately 15,215 linear feet of 36-inch steel water pipeline, 10 linear feet of ductile iron pipe, air release/vacuum valves and concrete vaults, butterfly valves, permanent blow-off, fire hydrant, surface restoration including

pavement replacement, and all other associated appurtenances for the IH-10: Heuermann Rd. to La Cantera Parkway 36-inch Water Main (Phase B) Project, SAWS Job No. 22-7001.

A non-mandatory IN-PERSON pre-proposal meeting and site visit will be held on August 15, 2025, at 9:00 AM (CDT) at the following location:

A non-mandatory site visit to the project site will be conducted at 11:00 AM (CDT), on August 15, 2025. Additional details are provided in attached form Exhibit B (“Site Visit Procedures”). A maximum of three (3) members per Respondent will be allowed to attend the non-mandatory site visits. Attendees may include other subcontractors but will count toward the total maximum of three (3) members per Respondent. Each team member who will attend the site visit shall have submitted a fully completed Exhibit A (“Individual NDA”) at least one (1) business day in advance of the site visit. Attendees not meeting these requirements will not be permitted to attend the site visit.

Answers to the questions will be posted to the web site by 3:00 PM (CDT) on September 5, 2025, as a separate document or included as part of an addendum. Be advised that firms responding to this RFCSP ( Respondents) are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or COSA officials regarding this RFCSP up until the contract is awarded as outlined in the Instructions to Respondents .

Proposals will be received electronically only, until 10:00 AM (CDT), September 16, 2025.  Electronicproposals will be received via the secure SAWS FTP site.  See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal.  Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price.  (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond).  Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.

Respondents will need to submit a request by September 15, 2025, 10:00 AM (CDT) to receive access to the File Transfer Protocol (FTP) site via email to roxanne.lockhart@saws.org .  Respondent’s email requesting access to the FTP site shall provide the legal name of the Respondent’s company and the intended recipient’s email address and phone number.  No requests for FTP site access will be accepted after September 15, 2025, 10:00 AM (CDT).
